<br /> 10 <br />PUBLIC <br /> <br /> Ms. Tatyana, Patton, 2209 Jefferson Park Avenue, reminded Council about buffer <br />requirements when considering the various development projects. Ms. Patton said that <br />many of the speeding occurs on streets that have exits off of Interstate 64, and she <br />suggested that consideration be given to reducing the speed limit on Interstate 64 adjacent <br />to the City to 55 mph. She said she like the idea of the trolley going to Barracks Road <br />Shopping Center, but not at the sacrifice of serving her neighborhood. <br /> <br />APPOINTMENTS: <br />BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Norris, seconded by Mr. Taliaferro, Ms. Shaquille Thompkins <br />was appointed as the youth representative on the Charlottesville-Albemarle Commission <br />on Children and Families by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. <br />Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. This term will expire on June 30, 2007. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Taliaferro, Mr. Neal Walters was <br />appointed to an unexpired term on the Region Ten Community Services Board by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. This term will expire on June 30, 2008. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Taliaferro, Mr. Dave Norris was <br />appointed to a three-year term on the Jefferson Area Community Criminal Justice Board <br />by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. <br />Taliaferro. Noes: None. This term will expire on June 30, 2009. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. Taliaferro said he provided Council with ideas about energy savings, and he <br />would like Council to discuss the issue. <br /> <br /> Dr. Brown said he would like to get a citizens committee working on the issue, <br />and suggested including representatives from the Sierra Club and Center for Peace and <br />Justice as well as other environmental organizations. He asked that individual Councilors <br />send him recommendations and he will make a written proposal. <br /> <br /> Mr. Lynch agreed and she we should look at involving outlying counties and <br />perhaps reinvigorate the Sustainability Council and make it more of a regional effort. <br />Mr. Lynch said he would also like to pursue purchasing energy with renewable resources, <br />but Council does not have the authority to do it at this time. He said he will be attending <br />a Virginia Municipal League meeting and would like to be able to represent the City as <br />wanting to have this opportunity available, especially with wind power. <br /> <br /> Councilors indicated their support of Mr. Lynch representing the City on this <br />issue. <br /> <br /> Dr. Brown said he will also bring up the issue at the Planning District <br />Commission. <br /> <br /> Dr. Brown said that Maurice Cox contacted him about creating a task force to <br />look at the feasibility of an urban street car on West Main Street. He said his biggest <br />concern is how to fund this, but feels it would be good to have a group tell us how it <br />could be accomplished. Dr. Brown said he will bring a list of people for Council to <br />consider at the next meeting if Council agrees. <br /> <br /> Mr. Lynch said he is in general agreement. He suggested the following <br />considerations to look at as part of the charge: feasibility of a short-haul system as it may <br />not be long enough to be a backbone; if it is a short-haul system, look at the Buckingham <br />Branch railway; and be mindful of where the County is going. He said his next biggest <br />priority for transit is to bring the County on board. <br /> <br /> <br />
