8 <br />th <br /> Mr. Lynch said that the intersection of West Main and 5 Street could be used as <br />a transfer point with something more than a bus shelter, especially since Council has <br />talked about the possibility of reconfiguring that intersection. Mr. Lynch suggested that <br />consideration be given to using a combination of Hillsdale Drive Extended and Berkmar <br />Drive in the future for the bus rapid transit route as he feels that would be a better <br />alignment. <br /> <br /> Mr. Spielberg said he is not very involved in that study, but the goal is to have <br />rapid transit which might not be possible on those roads. <br /> <br /> Mr. Watterson said the route for the BRT is still open for discussion. <br /> <br /> Mr. Lynch said he is very much in favor of Phase I, especially if we an get route 2 <br />to pick up more residents. He said he would hope we can move Phase II up more. <br /> <br /> Mr. Watterson said the limitation is the budget. He said all proposals for Phase I <br />are budget neutral. <br /> <br /> Dr. Brown said he is comfortable with the recommendations for Phase I, but <br />would like input from the County and the University (about the trolley) before <br />proceeding. <br /> <br /> Mr. Watterson said his understanding is that the University is okay with the <br />trolley reroute. <br /> <br /> Dr. Brown said he agrees with the trolley reroute, but would want to want until <br />Council takes final action on that before proceeding. <br /> <br /> Mr. Lynch said he would prefer to leave the trolley as it is as people can already <br />get to Barracks Road on route 7. <br /> <br /> Councilors were all generally supportive of Phase I recommendations, but said <br />that official action will be taken at an upcoming Council meeting. <br /> <br />RESOLUTION <br />: AMENDING CONTRACT WITH PIEDMONT HOUSING <br />ALLIANCE RE: JOHN STREET PUD <br /> <br /> Mr. Craig Brown, City Attorney, said that the City has been requested to amend <br />the contract for the sale of property on John Street to Piedmont Housing Alliance because <br />they have not been able to meet the development schedule. He said Council is being <br />asked to approve the new schedule and to broaden the requirement that a purchaser must <br />have lived in the City for one year to having lived or worked in the City for one year. <br /> <br /> Mr. Peter Loach of PHA said that the issue was raised that a teacher or City <br />worker could be living elsewhere and would like to be considered for homeownership of <br />one of the houses. <br /> <br /> Mr. Lynch said he thinks that is reasonable. He said we might also want to look <br />at people who previously lived in the City. <br /> <br /> Ms. Hamilton asked that Mr. Loach talk about the complexities of the site. <br /> <br /> Mr. Loach said that it is a very difficult site to develop, and much of the delay <br />involved negotiations with Dominion Virginia Power. <br /> <br /> Mr. Norris said that his preference would be that all of the houses be sold to <br />residents of the neighborhood, but given that is not likely, he thinks that we should <br />remove all residency requirements. <br /> <br /> Ms. Hamilton agreed. <br /> <br /> <br />
