<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, September 15, 2006 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – September 15, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch. Absent: Mr. Norris and Mr. Taliaferro. <br /> <br /> Dr. Brown said he has spoken to a member of the U. Va. Medical School facility <br />about some localities charging more for unhealthy food in vending machines in public <br />schools, and the facility member is available if the School Board is interested in pursuing <br />the idea. <br /> <br /> Ms. Rosa Atkins, Superintendent of Schools, said that the topics for the luncheon <br />will be guidelines for placing students in the alternative program and teacher evaluation <br />protocol. <br /> <br /> Ms. Bev Baptist said that one recommendation of the Discipline Task Force was <br />to return the alternative school program to full time, which has been done. She said a <br />more systematic process was recommended, and criteria have been developed for placing <br />students in the alternative program, transitioning them back into regular classrooms, and <br />procedures for the suspension center. She said alternative sites for the suspension center <br />are being explored. <br /> <br /> Responding to a question from Ms. Hamilton, Ms. Baptist said there is a more <br />informal process for in-school suspensions, but they want to have more of an organized <br />process. She said the goal is to keep students in the school setting if possible. <br /> <br /> Mr. Lynch said he would like to see the alternative school end up at Jefferson <br />School, but said that may not be possible for three years. <br /> <br /> Ms. Hamilton said that in its current configuration the alternative school would <br />not be a good fit for Jefferson School. She said the community would not support having <br />a “punishment center” there as it is now. <br /> <br /> Mr. Michael Heard, Human Resources Director for City Schools, said that a <br />position was reduced last year at the alternative education school, and they are looking to <br />add a special education position there, but currently the numbers do not support that. <br /> <br /> Ms. Atkins said that the computer based program that is used provides the ability <br />to offer instruction without having a certified teacher. <br /> <br /> Responding to a question from Dr. Brown, Ms. Baptist said that the Task Force <br />looked at the possibility of working with Albemarle County, but there have not been <br />discussions with Albemarle County. <br /> <br /> Ms. Atkins said she is having conversations with the County Superintendent of <br />Schools about mutual needs, what partnerships there are now, and what partnerships there <br />could be in the future. <br /> <br /> Dr. Brown said it would be advantageous to our students who are not disruptive <br />but do not do well in traditional settings if they could attend Murray School. <br /> <br /> <br />
