2 <br /> Mr. Heard said that a committee of teachers and administrative staff developed <br />the teacher evaluation protocol and set performance standards. <br /> <br /> Ms. Bev Catlin, Director of Instruction, said that an observation form has been <br />developed with eight standards. She said an administrative lead team is working on <br />developing expertise in observing and refining their coaching skills. She said these are <br />all tied to making students more successful in the classroom. <br /> <br /> Mr. Heard said they are also looking at teacher and parent surveys, goal setting <br />for student achievement, and a document log for teachers. He said a three point rating <br />scale will be used, with ratings of proficient, needs improvement or unsatisfactory. <br /> <br /> Ms. Gertrude Ivory, Associate Superintendent of Schools, said there is an <br />administrative evaluation protocol similar to that used for teachers. <br /> <br /> Ms. Hamilton said it does not make sense to her to take out the category of <br />excellence, and asked how excellence can be recognized or people motivated to achieve <br />that. <br /> <br /> Mr. Heard said the committee went back and forth about that and how you <br />differentiate between proficient and exemplary. He said it can set up and create a tension <br />that distracts from the goal of meeting proficiency. <br /> <br /> Ms. Atkins said excellence will be recognized and motivations made to achieve <br />that, but not through the evaluation program. <br /> <br /> Ms. Hamilton said that some states are beginning to use incentive pay for <br />teachers. She expressed concern that there is no motivation to work hard. <br /> Dr. Alvin Edwards, School Board Chair, said there is a difference in evaluating <br />and rewarding. <br /> <br /> Mr. Louis Bograd, School Board member, said more will be known after this pilot <br />year. He said if proficient means average that is one thing, but if it means what it should <br />mean there is not a flaw in the system. <br /> <br /> Mr. Heard said that down the road incentive pay may be used. He said the <br />evaluation protocol can be tweaked as they go forward. <br /> <br /> Mr. Lynch said he agrees with Ms. Hamilton, but also sees the school’s point of <br />view. He recommended identifying a matrix for exemplary teachers. He asked how long <br />it takes to address and recommend that a teacher’s contract not be extended if they are not <br />performing. <br /> <br /> Mr. Heard said emphasis is put on helping teachers improve. <br /> <br /> Ms. Atkins said it depends on the severity and the individual case. <br /> <br /> Dr. Brown said he would be uneasy having exemplary recognized by the <br />evaluation tool. He said he would be more comfortable looking at objective signs such as <br />consistent student improvement. <br /> <br /> Ms. Atkins reminded everyone that the evaluation tool is part of a much bigger <br />process. <br /> <br /> The meeting was adjourned. <br /> <br />____________________________ ___________________________ <br />President Clerk <br />
