<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Thursday, September 21, 2006 AT 5:00 p.m. IN THE Visitors Center, Mall <br />Street Side of the Market Street Parking Garage <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Stormwater Management <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />VISITOR’S CENTER – September 21, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> Ms. Kristel Riddervold, Environmental Administrator, provided an overview and <br />said the key reasons to address stormwater include the need to: implement and maintain <br />compliance with a municipal stormwater discharge permit issued to the City in 2003; <br />address serious and historic drainage problems; maintain aging infrastructure; and pursue <br />water quality improvements and environmental protection. She said the key goal is to <br />propose a sustainable program that includes the following components: regulatory, <br />structural, environmental, educational, conservation, and financial. Ms. Riddervold said <br />that staff needs direction from Council because a permit has to be submitted by June of <br />2007. <br /> <br /> Dr. Brown said we need to determine what the City can do and what we can <br />require others to do by ordinance. <br /> <br /> Mr. Lynch said mechanisms include; city programs, regulatory, leveraging, and <br />using best practices. He said he thinks we should get credit for projects that have been <br />done. <br /> <br /> Mr. Norris said another part of the debate needs to be better enforcement of <br />existing regulations. <br /> <br /> Mr. Tolbert said measures are not designed to solve all problems. <br /> <br /> Ms. Hamilton asked if it is possible to outlaw clear cutting of sites, and Mr. <br />Tolbert said no, and added that we have difficult sites to develop. He said he has staff <br />who are certified in ENS, but no one solely devoted to it. <br /> <br /> Mr. Norris said a citizen suggested having a check list for state permits. <br /> <br /> Ms. Riddervold said that is done now, but there is no mechanism for follow up <br />and it is generally complaint driven. <br /> <br />Responding to a question from Mr. Taliaferro, Mr. Greg Harper, Water Resources <br />Manager for Albemarle County, said the County is in a period of change. He said they <br />are starting to incorporate low impact mechanisms and allowing developers to do more <br />innovative things. He said the County requires that the quality of water has to be <br />improved before it leaves the site, which is something the City does not require. He <br />noted that the County does not own as much infrastructure as the City does so it does not <br />have that burden. <br /> <br /> Dr. Brown asked if Council supports creating a five year plan to deal with <br />infrastructure issues. <br /> <br /> Mr. Lynch said he does not think five years is realistic and said a seven to ten year <br />timeframe is more realistic. <br /> <br /> <br />
