3 <br /> Ms. Riddervold said it is a question of where we want to focus our efforts. <br /> <br /> Ms. Khadija Abdur-Rahman, Planner in Neighborhood Development Services, <br />said that people do not understand what are actual violations. She said often comments <br />made by the public are a result of lack of education on what they are looking at. <br /> <br /> Ms. Riddervold asked if Council wants to retrofit on a proactive basis, and do we <br />want to have a program and funding to implement that. <br /> <br /> Ms. Hamilton agreed. <br /> <br /> Mr. Lynch said yes, but he would rather do something within the existing tax rate <br />system rather than impose new fees. He noted that we may not be able to have as much <br />of a tax rate reduction next year. <br /> Ms. Hamilton asked about the possibility of having developers pay into a fund if <br />they cannot do things on their site. <br /> <br /> Dr. Brown said it makes more sense to have the people who create problems to <br />pay. He asked about a vehicle to create incentives. <br /> <br /> Mr. Lynch agreed with Dr. Brown, but said it is difficult to do. <br /> <br /> Ms. Riddervold said there could be a standard fee for homeowners and a rebate <br />program. <br /> <br /> Dr. Brown said he would like to at last have a chance to look at a fee proposal. <br /> <br /> Mr. Taliaferro said he would also like to look at fee proposals. <br /> <br /> Ms. Hamilton asked about options for creating opportunities for things such as <br />gray water, and Ms. Mueller, Director of Public Works, said the Health Department has <br />restrictions on this, and it would need to be researched. <br /> <br /> Responding to a question from Dr. Brown, Mr. O’Connell said recommendations <br />will be made in the budget, with preliminary information available in January or <br />February. <br /> <br /> The meeting was adjourned. <br /> <br />____________________________ ____________________________ <br />President Clerk <br /> <br /> <br /> <br />
