Minutes of September 18 <br /> <br />APPROPRIATION <br />b. : $12,390.38 – Insurance Remittance (carried over) <br /> <br />APPROPRIATION <br />c. : $37,053 – Domestic Violence Service Coordinator Grant <br /> (carried over) <br /> <br />RESOLUTION <br />d. : Special Use Permit for Boarding/Rooming House at 322 <br />th <br /> 14 Street, N.W. <br /> <br />WHEREAS <br /> , Keith Woodard (“Applicant”) has requested a special use permit <br />th <br />with respect to property identified on City Tax Map 4 as parcel 287 (322 14 Street, <br />N.W.), consisting of approximately 0.209 acres (“Subject Property”), to allow use as a <br />boarding house or rooming house; and <br /> <br />WHEREAS <br /> , the subject parcel is zoned “R-UHD” (Residential-University High <br />Density) with overlay zoning in the Rugby Road/University Circle/Venable Architectural <br />Design Control District, where, pursuant to Section 34-420 of the City Code, boarding <br />houses or rooming houses are allowed by Special Use Permit; and <br /> <br />WHEREAS <br /> , a joint public hearing on this application was held before the City <br />Council and Planning Commission on September 13, 2006, following notice to the public <br />and to adjacent property owners as required by law; and <br /> <br />WHEREAS <br /> , on September 13, 2006, based on the information presented by <br />Neighborhood Development Services staff as well as by the Applicant, the Planning <br />Commission recommended that the application be approved, with conditions; and <br /> <br />WHEREAS <br /> , this City Council finds and determines that granting the Special Use <br />Permit would be consistent with City Code Section 34-420 and the criteria generally <br />applicable to special use permits under Chapter 34 of the City Code; now, therefore <br /> <br />BE IT RESOLVED <br /> by the Charlottesville City Council that a special use permit <br />is hereby granted to allow use of the Subject Property as a boarding house or rooming <br />house, subject to the following conditions: <br /> <br />1. Changes to the existing parking lot shall require site plan approval and approval <br />by the Board of Architectural Review; and <br />2. The boarding house or rooming house shall have no more than six (6) bedrooms <br />and no more than eight (8) occupants. <br /> <br />RESOLUTION <br />e. : Approving Regional Transit Authority Mission <br /> <br />WHEREAS <br />, the Charlottesville-Albemarle Regional Transit Authority (“RTA”) <br />has prepared a Vision Statement (2006) articulating the goals and working methods by <br />which it will seek to provide fast, frequent, dependable and seamless transit service <br />within the Charlottesville-Albemarle area; and <br /> <br />WHEREAS <br /> , RTA’s Vision Statement (2006) has been endorsed by the <br />Charlottesville-Albemarle Metropolitan Planning Organization of the Thomas Jefferson <br />Planning District Commission and RTA also seeks the endorsement of the Charlottesville <br />City Council; <br /> <br />NOW, THEREFORETHAT <br /> , be it resolved the City Council of the City of <br />Charlottesville, Virginia, hereby endorses the Vision Statement (2006) of the <br />Charlottesville-Albemarle Regional Transit Authority. <br /> <br />
