NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, November 6, 2006 AT 6:00 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – November 6, 2006 Council met in special session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. On motion by Mr. Taliaferro, seconded by Mr. Norris, Council voted (Ayes: Dr. Brown, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. Hamilton) to meet in closed session for discussion of the annual performance evaluation of the City Manager, and for discussion and consideration of prospective candidates for appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code; and for consultation with legal counsel pertaining to both actual and probable litigation related to land use regulation, where such consultation in open meeting would adversely affect the litigating posture of the City, and for consultation with legal counsel for the provision of legal advice regarding the proposed closing of Cochran Street, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – November 6, 2006 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Taliaferro. ANNOUNCEMENTS Dr. Brown said that the results of the election will be broadcast on Cable Channel 10. Dr. Brown said he will bring up the proposed membership and charges for the Streetcar and Sustainability Task Forces during other business. AWARDS/RECOGNITIONS : WEBSITE AWARDS; PHILANTHROPY PROCLAMATION Dr. Brown announced that the City has once again been given a AAA bond rating. Dr. Brown announced the Savvy award the City was given for best website and best new website. Dr. Brown presented the Philanthropy Day proclamation. PUBLIC Ms. Sena Floyd, 710 Anderson Street, expressed concern about the new prohibition of parking on one side of her street. She said the signs announcing the
