<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 6, 2006 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – November 6, 2006 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, Council voted (Ayes: Dr. <br />Brown, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. Absent for the vote: Ms. <br />Hamilton) to meet in closed session for discussion of the annual performance evaluation <br />of the City Manager, and for discussion and consideration of prospective candidates for <br />appointment to City boards and commissions, as authorized by Section 2.2-3711(A)(1) of <br />the Virginia Code; and for consultation with legal counsel pertaining to both actual and <br />probable litigation related to land use regulation, where such consultation in open <br />meeting would adversely affect the litigating posture of the City, and for consultation <br />with legal counsel for the provision of legal advice regarding the proposed closing of <br />Cochran Street, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – November 6, 2006 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown said that the results of the election will be broadcast on Cable Channel <br />10. <br /> <br /> Dr. Brown said he will bring up the proposed membership and charges for the <br />Streetcar and Sustainability Task Forces during other business. <br /> <br />AWARDS/RECOGNITIONS <br />: WEBSITE AWARDS; PHILANTHROPY <br />PROCLAMATION <br /> <br /> Dr. Brown announced that the City has once again been given a AAA bond rating. <br /> <br /> Dr. Brown announced the Savvy award the City was given for best website and <br />best new website. <br /> <br /> Dr. Brown presented the Philanthropy Day proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Sena Floyd, 710 Anderson Street, expressed concern about the new <br />prohibition of parking on one side of her street.
