<br /> 13 <br /> Dr. Brown said a lot of the money was to develop new sidewalks rather than <br />repair existing ones. <br /> <br /> Mr. Lynch said that McGuffey Arts Center is in need of repair. He said currently <br />the artists’ rent simply covers the cost of utilities. He said at one time the artists were <br />interested in taking the building over, and he thinks that is something Council should <br />seriously consider. <br /> <br />RESOLUTION <br />: DESIGNATING ALBEMARLE COUNTY AS FISCAL AGENT <br />FOR COMMISSION ON CHILDREN AND FAMILIES <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, said the proposal is to <br />change the fiscal agent for the Commission on Children and Families from the City to the <br />County. She said five of the six employees would become County employees. She said <br />the administrative fee would be changed to 1% for five years. She said the changes are <br />being requested to save money and increase effectiveness. She said the savings will be <br />approximately $5,000. <br /> <br /> Responding to a question from Mr. Taliaferro, Ms. Small-Toney said that one of <br />the employees will remain a City employee because transferring to the County would <br />have a negative impact on his retirement. <br /> <br /> Mr. Norris asked about the logic of the administrative fee. <br /> <br /> Ms. Small-Toney said it is not uncustomary to do, and covers such things as IT <br />assistance and legal costs as well as financial support. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch, the Resolution Designating <br />Albemarle County a the Fiscal Agent for the Commission on Children and Families was <br />approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. <br />Norris, Mr. Taliaferro. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the Mayor to sign the following document, in form <br />approved by the City Attorney: <br /> <br /> Agreement, revised October 2006, between the Albemarle County Board <br /> of Supervisors and the Charlottesville City Council, relating to the <br /> formation and operation of the Commission on Children and Families. <br /> <br />RESOLUTION <br />: SPECIAL USE PERMIT FOR U. VA. PARKING FACILITY AND <br />MEDICAL OFFICE BUILDING <br /> <br /> Mr. Brian Haluska, Planner in Neighborhood Development Services, said that the <br />Planning Commission discussed the visual impact of the project, and their main concern <br />was that the parking garage would be built first and there was no time table for the <br />medical office building. He said no condition was put on the special use permit, but the <br />Planning Commission expressed their concern about the garage without the building as a <br />buffer. Mr. Haluska said the Planning Commission voted 5 – 1 to recommend approval. <br /> <br /> Mr. Norris said he is willing to vote in favor of the special use permit. He said <br />U. Va. was asked about the possibility of adding residential uses, but they said it would <br />not fit. He asked that as U. Va. continues to pursue development along West Main Street <br />that they strongly pursue adding residential components. <br /> <br /> Ms. Hamilton said she was pleased with the level of neighborhood input, and she <br />hopes that will continue. <br /> Dr. Brown said he feels this project is a significant step to help the West Main <br />Street corridor. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Norris, the Resolution Granting a <br />Special Use Permit for the U.
