9 Mr. Lynch noted that Mr. Jones had two estimates before for work, but there appears to be a new plan now. Mr. Jones said he will do what work himself that he can do, and others will do the work for which he is not certified. Mr. Taliaferro asked what Mr. Jones has bought, and Mr. Jones said pipes and timbers. Mr. Norris said he appreciates Mr. Jones’ efforts to make the situation right. He said Mr. Jones keeps having to be brought in and he asked would it not be easier for the family and him to sell the property. Mr. Jones said no, they do not need the money. Responding to a question from Dr. Brown, Mr. Jones said the last estimate for the roof was $24,000. Dr. Brown asked when the roof work will be done, and Mr. Jones said he will have to talk with his sister first. Mrs. George Jones said the part of the roof that was leaking was fixed. She said it needs a new roof, but not right now. Dr. Brown said a report should be given to Council by February 15, and if that is not done Council will move forward with the blight plan. He said the same applies on all the other dates. Mr. Tomlin said that is fine if he gets a certified letter from the owner. Ms. Hamilton said she understands that Mr. Jones is making a good faith effort, but said Council has to insist on a schedule and performance. Dr. Brown said that if work is not done by February 15 Council will take action on its consent agenda. He said that the letter from the owner authorizing the work must also be notarized. ORDINANCE : REPEAL RESTRICTIONS WHICH LIMIT FINANCING OF CIDA nd PROJECTS (2reading) Mr. Brown suggested the following amendment to the ordinance, to strike that no facility will be financed until approved by Council. On motion by Mr. Lynch, seconded by Ms. Hamilton, the ordinance was amended as stated above by the following vote. Aye: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. The ordinance entitled “AN ORDINANCE TO AMEND THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, CHAPTER 2 (ADMINISTRATION) ARTICLE XII (INDUSTRIAL DEVELOPMENT AUTHORITY), TO REPEAL SECTION 2-390, FOR THE PURPOSE OF ELIMINATING LOCAL RSTRICTIONS ON CIDA’S AUTHORITY TO FINANCE CERTAIN FACILITIES LOCATED OUTSIDE THE CITY LIMITS,” as amended, th which was offered on November 6, was approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. PUBLIC Mr. Harold Foley, Hardy Drive, asked where the money for the juvenile delinquency grant is going. He said he hopes Council will fund the summer youth employment program on an ongoing basis.
