9 <br /> Mr. Lynch noted that Mr. Jones had two estimates before for work, but there <br />appears to be a new plan now. <br /> <br /> Mr. Jones said he will do what work himself that he can do, and others will do the <br />work for which he is not certified. <br /> <br /> Mr. Taliaferro asked what Mr. Jones has bought, and Mr. Jones said pipes and <br />timbers. <br /> <br /> Mr. Norris said he appreciates Mr. Jones’ efforts to make the situation right. He <br />said Mr. Jones keeps having to be brought in and he asked would it not be easier for the <br />family and him to sell the property. <br /> <br /> Mr. Jones said no, they do not need the money. <br /> <br /> Responding to a question from Dr. Brown, Mr. Jones said the last estimate for the <br />roof was $24,000. <br /> <br /> Dr. Brown asked when the roof work will be done, and Mr. Jones said he will <br />have to talk with his sister first. <br /> <br /> Mrs. George Jones said the part of the roof that was leaking was fixed. She said it <br />needs a new roof, but not right now. <br /> <br /> Dr. Brown said a report should be given to Council by February 15, and if that is <br />not done Council will move forward with the blight plan. He said the same applies on all <br />the other dates. <br /> <br /> Mr. Tomlin said that is fine if he gets a certified letter from the owner. <br /> <br /> Ms. Hamilton said she understands that Mr. Jones is making a good faith effort, <br />but said Council has to insist on a schedule and performance. <br /> <br /> Dr. Brown said that if work is not done by February 15 Council will take action <br />on its consent agenda. He said that the letter from the owner authorizing the work must <br />also be notarized. <br /> <br />ORDINANCE <br />: REPEAL RESTRICTIONS WHICH LIMIT FINANCING OF CIDA <br />nd <br />PROJECTS (2reading) <br /> <br /> Mr. Brown suggested the following amendment to the ordinance, to strike that no <br />facility will be financed until approved by Council. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the ordinance was amended <br />as stated above by the following vote. Aye: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. <br />Norris, Mr. Taliaferro. Noes: None. <br /> <br />The ordinance entitled “AN ORDINANCE TO AMEND THE CODE OF THE <br />CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, CHAPTER 2 <br />(ADMINISTRATION) ARTICLE XII (INDUSTRIAL DEVELOPMENT <br />AUTHORITY), TO REPEAL SECTION 2-390, FOR THE PURPOSE OF <br />ELIMINATING LOCAL RSTRICTIONS ON CIDA’S AUTHORITY TO FINANCE <br />CERTAIN FACILITIES LOCATED OUTSIDE THE CITY LIMITS,” as amended, <br />th <br />which was offered on November 6, was approved by the following vote. Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro.
