8 <br /> Mr. Lynch suggested, if possible, that a meeting be held with Jefferson School <br />alumni before final appointments are made. <br /> <br /> Dr. Brown said it appears to be the consensus of Council to provide a list of <br />recommended names by the end of the month. <br /> <br /> Mr. Lynch suggested dropping the 1% fees. <br /> <br /> Mr. Gecker said that would be fine, but noted that Council does not need to sign <br />off on that. <br /> <br /> Dr. Brown asked what happens if Council wants to expand the General Partners. <br /> <br /> Mr. Gecker said the General Partners can expand themselves. <br /> <br /> Responding to a question from Dr. Brown about the charge to the General <br />Partners, Mr. Gecker said that if Council wants the General Partners bound by certain <br />things, it should be part of the sales contract. He said the guiding principles are not <br />binding. <br /> <br /> Responding to a question from Dr. Brown, Mr. Gecker said it is permissible for a <br />member of Council to be a General Partner. <br /> <br /> Mr. Lynch asked how succession of the General Partners is addressed, and Mr. <br />Gecker said it is self succeeding and self perpetuating. Mr. Gecker noted that Council <br />will also have control over money it gives to the General Partners. <br /> <br />REPORT <br />: CHARLOTTESVILLE SCHOLARSHIP FUND <br /> <br /> Mr. Russ Linden said that several years ago Council invested money to create a <br />scholarship fund, and the board wanted to brief Council on the program. <br /> <br /> Ms. Mary Jane King explained that Council initially appropriated $250,000 for <br />the scholarship program and $150,000 was later raised. She said 14 people have been <br />given scholarships totaling $26,500. She said the program was expanded to include City <br />employees, and three received scholarships this year. <br /> <br /> Mr. Norman Goings said his son received the first scholarship, and he thanked <br />Council for their assistance. <br /> <br />RESOLUTION <br />: APPROVAL OF PLAN RE: BLIGHTED PROPERTY AT 610 <br />RIDGE STREET <br /> <br /> Mr. Brown said this item was deferred from the last agenda in order to given the <br />owner more time to respond. He clarified that action by Council does not authorize <br />seizure of property, but authorizes the staff to work with the owner, and if that does not <br />work the City can go to court to pursue imminent domain. He said a letter has been <br />provided from the owner by the owner’s brother who intends to do the repairs, but said it <br />is unclear how the repairs will be financed. <br /> <br /> Mr. Jerry Tomlin, Building Maintenance Code Official, said that if the repairs are <br />done as stated in the letter it will take the property out of the blighted situation, but said <br />the letter needs to be certified to ensure that the work is really authorized to be done. <br /> <br /> Mr. Norris asked if it is customary to get a bond. <br /> <br /> Mr. Tomlin said he accepts that Mr. Jones will do the work, but he would prefer <br />to have a certification from Mrs. Jones. <br /> <br /> Mr. George Jones, sister of the owner of the property, said he has been buying <br />material for the repairs and he will be meeting with his sister this week. <br /> <br /> <br />
