7 <br /> Mr. Norris noted that Council will be holding work session in December and <br />January on the vision. <br /> <br /> Mr. Taliaferro said he hopes people will tell Council what they want and do not <br />want in the budget. He said it helps Council make intelligent decisions. <br /> <br />REPORT <br />: JEFFERSON SCHOOL – RECOMMENDATIONS FOR GENERAL <br />PARTNERS <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, said that membership for the <br />General Partners was advertised and applications received. She listed the qualifications, <br />skills and experiences for membership as previously agreed to by Council as follows: <br />understanding of and appreciation for the historical significance of Jefferson School; <br />Jefferson School Alumni; banking and financial management profession; legal <br />profession; project manager of large capital construction projects; fund development <br />experience; and preservationist. Ms. Small-Toney reviewed the guiding principles for the <br />General Partners. <br /> <br /> Mr. Lynch said that some of the membership categories may be mutually <br />exclusive. <br /> <br /> Mr. Dan Gecker, tax credit consultant for the Jefferson School project, said it is <br />not unusual to have both a general contractor and a developer. <br /> <br /> Mr. Lynch asked about fees of the General Partners, and Mr. Gecker said that <br />once the project is privatized it will sustain itself. <br /> <br /> Mr. Norris asked how we can get at the concerns expressed and move forward in <br />a concrete way. <br /> <br /> Ms. Rochelle Small-Toney said that information on potential partners has been <br />passed on to the Mayor and Vice Mayor and once Council comes up with a list of names <br />to recommend to Mr. Gecker, the project can move forward. <br /> <br /> Mr. Gecker said he would like to interview all of the people recommended by <br />Council, and talk with them and explain what they need to know. He said once he gets <br />the list down to seven he will come back to Council with a contract for the property. He <br />said once the legal entitlement is locked up fund raising can begin. <br /> <br /> Mr. Lynch suggested that Council give Mr. Gecker a pool of 15 to 20 names. <br /> <br /> Dr. Brown said he thinks a smaller pool should be given to Mr. Gecker since he is <br />not from the Charlottesville community. He said it is important to have a strong group. <br /> <br /> Mr. Gecker said the issue is control. He said Council has to be as divorced as <br />much as possible from the process due to tax rules. He said if there is too narrow a pool <br />Council has too much control. <br /> <br /> Mr. Norris said he is much less interested in Council control than community <br />control. He asked what opportunities there will be for public input. <br /> <br /> Mr. Gecker said he will be delighted to meet with the public. <br /> <br /> Mr. Taliaferro said he does not want to see the community totally divorced from <br />the process and wants them to have input. <br /> <br /> Ms. Hamilton said some people on the list of categories for membership may <br />overlap. She asked if Council gives two people for each slot is that enough. <br /> <br /> Mr. Gecker said yes, that would be perfectly acceptable. <br /> <br /> <br />
