He said it was an outstanding fiscal year with revenues up, mostly those <br />related to business and tourism. He said he does not think similar increases will be seen <br />this year. He noted that Albemarle County’s revenues were up by a similar percentage. <br />He said expenses were also down considerably. Mr. Wray said that based on the current <br />ordinance, $7.8 million of the surplus will be transferred to the capital improvement <br />program fund. <br /> <br /> Responding to a question from Mr. Taliaferro, Mr. Wray said that there was a <br />surplus of over $3 million in 1999, but deficits in 2000 and 2001. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that the real estate tax rate needs to be <br />lowered 15 cents. She said we are in danger of losing the middle class. She said money <br />from the surplus should be given back to taxpayers. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Mr. Norris said he agrees indirectly with Ms. Hall, and he hopes the surplus will <br />allow us to provide more tax relief to citizens. <br /> <br /> Ms. Hamilton said she would like to see a run down of budget to actual figures. <br /> <br /> Dr. Brown asked if the $9.9 figure is accurate for the surplus, and Mr. Wray said <br />that a surplus of $7.8 million remains after reallocations. <br /> <br /> Dr. Brown asked about the $3.9 decrease in expenditures, and Mr. Wray said it <br />was mostly due to budget savings and frugality on the part of departments. He said some <br />was also for programs that continued into this fiscal year. <br /> <br /> Mr. Lynch said he would like carryover funds in the Assessor’s office to be used <br />for more aggressive commercial assessments as he thinks they are under assessed. He <br />said he thinks parity should be brought between the commercial and residential <br />assessments. He said he thinks we need to look closely at revenues. He said he does not <br />think we will see this same increase this year and they will probably level off. He said <br />we should look at the CPC agreement regarding the Market Street garage. He noted there <br />was little snow removal. He said we should use some of the carryover for <br /> <br />
