7 <br />Communications to help community groups with announcements. He said he appreciates <br />the funds for workforce development. <br /> <br /> Dr. Brown said he feels it is prudent to forecast conservatively, and said this is a <br />larger surplus than he would have expected. He said we should look closely at <br />expenditures and revenues in this year’s budget process. He said he would be interested <br />in ways departments saved. He said this is a good opportunity to address capital needs <br />we have been hearing about. <br /> <br /> Mr. Norris asked if the $7.8 million going to the CIP will be all spent in the <br />coming year or will it be phased in. <br /> <br /> Mr. O’Connell said staff will make recommendations for its use in next year’s <br />budget. He noted that it is one time revenue. <br /> <br /> Mr. Lynch said it could go toward unfunded projects in the CIP or could reduce <br />money going to the CIP in the budget. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Lynch the Year End Appropriations <br />were offered and carried over to the next meeting for consideration. <br /> <br />REPORT <br />: FREE CLINIC <br /> <br /> Ms. Rochelle Small-Toney, Assistant City Manager, said that the Free Clinic <br />currently leases space in the Health Department, and they have asked for approval to <br />construct a building on the property. She said demands on their programs have grown <br />and they need to expand. She asked for Council’s agreement with the concept so that a <br />site study can be conducted. She noted that the property is jointly owned by the City and <br />County. <br /> <br /> Responding to a question from Ms. Hamilton, Ms. Small-Toney said she believes <br />the issue will be before the Board of Supervisors this week. <br /> <br /> Mr. Lynch asked if there are any concerns about the proposal by the Health <br />Department, and Ms. Small-Toney said no, but the site needs to be studied to make sure it <br />can accommodate needs of both the Health Department and Free Clinic and parking. <br /> <br /> Mr. Taliaferro said he supports the concept and feels the Free Clinic does an <br />outstanding job. <br /> <br /> Dr. Brown agreed and said there are tremendous unmet needs. He said it is <br />important that the Free Clinic be centrally located. <br /> Mr. Norris agreed and said he strongly supports the concept. He asked if the <br />business that shares the driveway has been involved in the discussions. <br /> <br /> Ms. Small-Toney said they have not been involved, but it will be stipulated that <br />the driveway will continue to be shared. <br /> <br /> Ms. Hamilton said it is a wonderful idea to keep the Free Clinic where it is. <br /> <br /> It was the consensus of Council to support the concept of the Free Clinic <br />constructing a building on the Health department site. <br /> <br />REPORT <br />: WATER SUPPLY PLAN <br /> <br /> Mr. Tom Frederick, Executive Director of Rivanna Water and Sewer Authority, <br />explained that Council endorsed the Ragged Mountain alternative in May, and at that <br />time Council indicated they wanted a voice in the Mitigation Plan. He said natural <br />streams and wetlands will be submerged as a result of the expansion of Ragged <br />Mountain, and therefore these losses have to be mitigated. He said a complex formula is <br />used. He said the proposal is to create four acres of wetland along South Franklin that <br />Rivanna currently owns as well as wetlands along the creek at Buck Mountain. He said <br /> <br />
