8 <br />tree planting and stream bank improvement will also be part of the plan. He said he <br />continues to be open to meeting with land owners. He said they are not ready to make <br />very specific proposals, and some flexibility is possible with the regulatory agencies. He <br />said he feels trail easements can be maintained. He asked Council to authorize <br />submission of the Mitigation Plan to the regulatory agencies subject to approval by the <br />Albemarle County Board of Supervisors and the Rivanna Water and Sewer Authority <br />Board. <br /> <br /> Mr. Taliaferro asked if there is a chance for negotiation about the 200 feet of <br />bottom land as requested by Mr. Wellons, and Mr. Frederick said yes. He noted that <br />buffers need integrity to protect the streams and that requires wider easements than is <br />common. <br /> <br /> Ms. Hamilton congratulated Mr. Frederick on his progress. She said she is <br />pleased about the possibility for flexibility with land owners. She asked for Mr. <br />Frederick’s reaction to the idea of exchanging use of bottom land for sloped areas. <br /> <br /> Mr. Frederick said he will need to look at the specific issues, but he is open to <br />discussions about it. <br /> <br /> Mr. Lynch said he thinks the plan is moving in the right direction. He said we <br />need to replace City land that is to be submerged and the question is how to put back <br />those 120 acres. He said his preference would be to do that along Moore’s Creek. He <br />said that needs to be kept in the forefront. He said he is concerned about closing out <br />Buck Mountain as a future source of water. He said he realizes that is an unlikely use <br />any time soon. He said it was purchased for water impoundment, and that location may <br />need to be looked at again if water conditions change. He said we need to look at the <br />existing Ragged Mountain expansion plan. He noted that the plan is to bring the <br />reservoir right to the interstate. He said Albemarle County opposed the Western Bypass <br />because it was proposed to be close to the reservoir. He said this should be looked at. He <br />said it makes more sense to phase in the expansion plan. <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Taliaferro, Council endorsed <br />submission of the Mitigation Plan by the following vote. Ayes: Dr. Brown, Ms. <br />Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />REPORT <br />: HUMAN SERVICES BUDGET <br /> <br /> Ms. Gretchen Ellis, Director of the Charlottesville-Albemarle Commission on <br />Children and Families, presented the first comprehensive report of investment in human <br />services for the City and Albemarle County. She said the report consolidates data about <br />local, state, federal and private investments during FY 04-05. The report incorporates <br />investments for human service programs and services which receive at least some <br />funding from government sources. <br /> <br /> Mr. Steve Stern, research director for the project, reviewed the methodology used <br />to collect the data. <br /> <br /> Mr. Lynch said he found the information most useful in that it allows us to see <br />how much money we are spending proactively versus reactively. He asked if we can <br />look at the effectiveness of programs, and how they are affecting poverty in the overall <br />population. He said it would help to know if we are spending money on the right things. <br /> <br /> Mr. Stern said the goal of the strategic plan is to look at efficiencies. <br /> <br /> Mr. Lynch said we are getting good results from programs, but poverty is still <br />increasing. He said this is something we need to get a handle on. <br /> <br /> Ms. Hamilton said the information is good for long-term planning, especially for <br />those areas that are heavily dependent on state and federal funds. She noted that dollars <br />spent are low for youth development and senior services. <br /> <br /> <br />
