2 <br /> Dr. Brown said he wants to feel there is community support before pursuing a <br />deferral program. <br /> <br />Strategy II: Significant resources raised from various sources to fund the Housing Fund <br /> <br /> Mr. O’Connell said the idea is for staff to develop this further if Council agrees on <br />this concept. <br /> <br /> Mr. Norris said we should clarify what we mean by the fund and suggested <br />putting the Charlottesville Community Foundation (CCF) Housing Trust Fund. <br /> <br /> Mr. Tolbert said the intent is to dedicate a source of revenue for CCF to be used to <br />stimulate private dollars. <br /> <br /> Mr. O’Connell said this could be done with a dedicated line item in the budget. <br /> <br /> Councilors agreed with continued funding for PHA and Habitat. <br /> <br /> Regarding CDBG funding for CRHA, Mr. Tolbert said the intent is to provide <br />$240,000 that currently goes to housing to CRHA. He said Charlottesville is close to <br />losing its entitlement status for CDBG funds, and we could only receive the funding for <br />another year or so. <br /> <br /> Dr. Brown recommending moving forward with this proposal, and making a <br />change in the future if our status changes. <br /> <br /> Mr. Lynch said he is hesitant to give more than the current amount to CRHA. <br /> <br /> Mr. Norris said the main reason is that CRHA is looking at tens of millions of <br />dollars to improve housing. He said dedicating all CDBG housing and HOME funds will <br />help. <br /> <br /> Ms. Hamilton said that CRHA already owns land so that is not an additional <br />expense. <br /> <br /> Dr. Brown suggested this topic be deferred for a later discussion. <br /> <br /> Mr. Tolbert noted that this would not take effect until 2009. <br /> <br /> Ms. Hamilton said that the CRHA Board is in the midst of long range planning. <br /> <br /> It was agreed this issue would be brought back to Council in January. <br /> <br /> Council discussed the special needs housing initiative. <br /> <br /> Mr. Norris said he thinks the best way to do this is to renovate CRHA. He said it <br />is also under the broad housing program. <br /> <br /> Dr. Brown asked if the things we want to do are for City residents or <br />Charlottesville and Albemarle County residents, and if the latter, we should have the <br />County invest too. <br /> <br /> Mr. Norris proposed having a low income housing fund at CCF so the County can <br />match it. He said there is a strong sense on the Housing Task Force that we need to look <br />more regionally. <br /> <br /> Dr. Brown said he would like to have a joint meeting with the Board of <br />Supervisors, or a small group meeting to talk and formalize this with the County. He said <br />if we do it alone we should tailor it to our current citizens. <br /> <br /> Mr. O’Connell said that those things that have budget implications should be <br />linked and brought back to Council in January. <br /> <br />
