3 <br /> <br /> Mr. Taliaferro said he likes the idea of getting together with the Board of <br />Supervisors. <br /> <br /> Mr. Lynch said affordable housing is an issue across the community, not just for <br />low income families. <br /> <br /> Ms. Hamilton said a lot of things address middle income families. <br /> <br />Strategy III: Regional focus in place for providing housing opportunities <br /> <br /> Ms. Hamilton asked if we can further challenge the Charlottesville Area <br />Association of Realtors in their efforts. <br /> <br /> Mr. Lynch said we may want to opt out of receiving CHODA funds, as this would <br />leave more funds available for other localities in the region to provide affordable housing. <br /> <br /> It was agreed that would be discussed later. <br /> <br /> Mr. Tolbert said the idea was to occasionally give all the money to one <br />community. <br /> <br /> Councilors agreed with this strategy. <br /> <br />Strategy IV: Aggressive incentive programs created for the provision of: a) affordable <br />housing in land use development opportunities <br /> <br /> Mr. Tolbert said the housing affordability ordinance only allows for a small <br />incentive. He said the idea is to allow an increase in the special use permit density with a <br />contribution. He said staff is currently exploring this idea. <br /> <br /> Mr. Lynch said we are not assessing commercial properties at their highest and <br />best use, and this allows people to keep land unused. <br /> <br />Strategy IV: Aggressive incentive programs created for the provision of: b) accessible <br />housing to allow aging in place in locations near services <br /> <br /> Mr. Tolbert said we can require structures to be “visitable” in places where we <br />provide assistance. <br /> <br /> Dr. Brown suggested adding “explore” to this action plan. <br /> <br /> Mr. Tolbert said another idea is to have a “form book” of basic house plans <br />offered to homeowners to reduce the price of housing. <br /> <br />Strategy V: Miscellaneous <br /> <br /> Mr. Norris suggested adding student housing to the last one, especially more <br />housing on U. Va. grounds. <br /> <br /> It was agreed that the Housing Task Force report will be formally presented to <br />Council in January. <br /> <br />“Economic Sustainability” <br /> <br /> Mr. O’Connell noted that staff proposed an addition to the statement about this <br />vision theme, and Councilors agreed with it. <br /> <br /> Mr. Lynch said he would like to see more about the positive impact of tourism <br />businesses on City residents. <br /> <br /> <br />
