She said there are lots of community groups doing <br />educational activities. <br /> <br /> Mr. O’Connell said there are some things in Economic Sustainability that could <br />rightfully be included in this theme. <br /> <br /> Mr. Lynch said English as a Second Language (ESL) and the Alternative Center <br />are big enough projects that probably should be bulleted as a separate strategy. <br />Regarding collaborative efforts between the Schools and the City, he said there have been <br />discussions about this before and the proposals have not worked. He said we should not <br />go through the motions if we know it does not work. <br /> <br /> Mr. Taliaferro said there is nothing that specifically addresses the drop out rate. <br /> <br /> Ms. Rosa Atkins, Superintendent of City Schools, said that the Council could <br />have a large role in community involvement regarding ESL. <br /> <br /> Dr. Brown said we need a strategy to encourage all citizens to be active lifelong <br />learners, with particular attention to non-native English speakers, etc. <br /> <br /> Mr. Norris said the Schools are looking to the City and community for support in <br />wrap around services to support families. <br /> <br /> Ms. Atkins said that the Schools are getting two different types of ESL students: <br />those not speaking English and those not speaking English who have had traumatic <br />experiences in their lives. She said we need different services to address these students. <br />She said the School also need Council’s support in developing either of two potential <br />models for the Alternative Schools. <br /> <br /> Mr. Norris suggested adding an additional strategy: Support community based <br />efforts to expand access to mentoring, tutoring, youth enrichment, and family <br />development. <br />Strategy I: Increase collaborative efforts between School Board, City Council, School <br />and City staff to assist the School Division in achieving the goals and efforts they have <br />outlined in their 2006-2011 Strategic Plan <br /> <br /> Ms. Atkins said that only 13% of strategies in the School’s Strategic Plan have <br />not started. She said 5% of them are complete, and the rest have been started. <br /> <br /> Council’s expressed support of this strategy. <br /> <br />Strategy II: Increase collaborative efforts between City and County schools to leverage <br />resources and possibly include consolidation of activities and programs <br /> <br />
