8 <br /> <br /> <br />RESOLUTION <br />h. : Fiscal Agent Change for VJCCCA Grants <br /> <br />WHEREAS <br />, the 1995 Virginia General Assembly enacted the Virginia Juvenile <br />Community Crime Control Act to establish balanced, community-based systems of <br />sanctions, programs and services for juvenile offenders effective January 1, 1996, and <br /> <br />, <br />WHEREAS <br />the Department of Juvenile Justice has approved funding for the <br />City of Charlottesville through the Virginia Juvenile Community Crime Control Act, and <br /> <br />, <br />WHEREAS <br />the City of Charlottesville has submitted a plan together with the <br />County of Albemarle to the Department, designating Albemarle as the fiscal agent, to <br />use the Virginia Juvenile Community Crime Control funds to provide services to youth <br />who come before the Juvenile and Domestic Relations Court; <br /> <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT <br />the City of Charlottesville <br />will participate in the Virginia Juvenile Community Crime Control Act and accept funds <br />appropriate for the purpose set forth in this Act until written notice to the contrary is <br />provided to the Department of Juvenile Justice, and <br /> <br />BE IT FURTHER RESOLVED THAT <br /> the City Manager is hereby authorized <br />to execute a local plan on behalf of the City of Charlottesville. <br /> <br />RESOLUTION <br />i. : Proclaiming Arbor Day <br /> <br />WHEREAS <br />, in 1872, J. Sterling Morton proposed to the Nebraska Board of <br />Agriculture that a special day be set aside for the planting of trees; and <br /> <br />WHEREAS <br /> , this holiday, called Arbor Day, was first observed with the planting <br />of more than a million trees in Nebraska; and <br /> <br />WHEREAS <br /> , Arbor Day is now observed throughout the nation and the world; <br />and <br /> <br /> WHEREAS <br />, trees can reduce the erosion of our precious topsoil by wind and <br />water, cut hearing and cooling costs, moderate the temperature, clean the air, produce <br />life-giving oxygen, and provide habitat for wildlife; and <br /> <br />WHEREAS <br /> , trees are a renewable resource giving us paper, wood for our homes, <br />fuel for our fires, and beautify our community; and <br /> <br />WHEREAS <br /> , trees in our city increase property values, enhance the economic <br />vitality of business areas, and beautify our community; and <br /> <br />WHEREAS <br /> , trees, wherever they are planted, are a source of joy and spiritual <br />renewal; <br /> <br /> NOW, THEREFORE <br />, I, David E. Brown, Mayor of the City of Charlottesville, <br />Virginia, do hereby proclaim April 27, 2007 as ARBOR DAY in the City of <br />Charlottesville, and I urge all citizens to celebrate Arbor Day and to support efforts to <br />protect our trees and woodlands; and <br /> <br />FURTHER <br /> , I urge all citizens to plant trees to gladden the heart and promote the <br />well-being of this and future generations. <br /> <br />RESOLUTION <br />j. : City Manager’s Employment Agreement <br /> <br />BE IT RESOLVED <br /> by the Council for the City of Charlottesville that the Mayor <br />is authorized to execute on behalf of the City Council the attached “City Manager’s <br />Employment Agreement (beginning November 1, 2006) <br /> <br /> <br />
