3 <br /> Ms. Karen Waters, 1014 St. Charles Avenue, Executive Director of Quality <br />Community Council, said the thinks CAHIP is a sound proposal and she seconded the <br />proposal to increase the amount. She introduced Trey Durrett, an elementary school <br />student in attendance with her. She asked for people n the audience who support the <br />CAHIP proposal to stand and a large number of people stood. <br /> <br /> Ms. Sherry Clark, Riverside Avenue, said she hopes the housing issue gets solved <br />so she, a single mother, and her children, can reside in Charlottesville. <br /> <br /> Mr. Salam Altallal, 1311 Nalle Street, said he is from Iraq and lives in a Habitat <br />house. He said he is thankful for the help he has received, and thinks Charlottesville is <br />great. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Mr. Lynch said he has comments about trees, but will save them until the item on <br />the agenda. <br /> <br /> Mr. Norris thanked all who came to speak on the CAHIP proposal. <br /> <br /> Dr. Brown said he helped work on Ms. Meredith’s Habitat house. He said tree <br />initiatives will be proposed in the near future. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Norris, the following consent agenda <br />item was approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, <br />Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />a. : Special Permit for Increased Density at 1620 Jefferson Park <br /> Avenue <br /> <br />WHEREAS <br />, Wade Apartments LLC (“Applicant”) has requested a special use <br />permit with respect to property identified on City Tax Map 11 as Parcel 7 (1618-1622 <br />Jefferson Park Avenue/103 Valley Road), consisting of approximately 0.908 acres <br />(“Subject Property”), to allow for a density of 23 dwelling units per acre (DUA) instead <br />of the 21 dwelling units per acre allowed by right; and <br /> <br />WHEREAS, <br />the subject parcel is zoned “R-3” (Residential – Multifamily) with <br />overlay zoning in the Oakhurst-Gildersleeve Neighborhood Architectural Design Control <br />District, where, pursuant to §34-420 of the City Code, density from 22-87 DUA are <br />allowed by Special Use Permit; and <br /> <br />WHEREAS <br /> , a joint public hearing on this application was held before the City <br />Council and Planning Commission on December 12, 2006, following notice to the public <br />and to adjacent property owners as required by law; and <br /> <br />WHEREAS <br />, on December 12, 2006, based on the information presented by <br />Neighborhood Development Services staff as well as by the Applicant, the Planning <br />Commission recommended that the application be approved, with conditions; and <br /> <br />WHEREAS <br />, this City Council finds and determines that granting the Special Use <br />Permit would be consistent with City Code §34-420 and the criteria generally applicable <br />to special use permits under Chapter 34 of the City Code; now, therefore, <br /> <br />BE IT RESOLVED <br /> by the Charlottesville City Council that a special use permit <br />is hereby granted to allow increased residential density of 23 dwelling units per acre, <br />subject to the following conditions: <br /> <br />1. Removal of four (4) existing parking spaces and associated asphalt along the <br />Valley Road frontage; and <br />2. The Valley Road frontage must be landscaped with large canopy street trees. <br /> <br />
