2 <br /> Ms. Ann Goedde, 2202 Hill Street, said she is confident that protecting Fry’s <br />Spring is good for housing. She said closing Old Lynchburg Road is the duty of Council <br />to protect the neighborhood. She said pressure should be put on the County to do the <br />Area B plan. <br /> <br /> Ms. Genie Williams, 2400 Jefferson Park Avenue, said the City needs to take <br />th <br />leadership in protecting the integrity of the Fry’s Spring neighborhood. She said 5 <br />Street has not worked to take traffic off of Old Lynchburg Road, and Old Lynchburg <br />Road should be closed to protect the neighborhood. <br /> <br /> Dr. Dudley Rochester, 250 Pantops Mountain Road, said he is a retired physician <br />specializing in pulmonary diseases, and is speaking at the request of Mr. Lynch. He <br />advocated for the purchase of energy from wind farms due to the effect of pollutants from <br />other energy sources, which are a major cause of death. <br /> <br /> Mr. Jack Wilson, 317 Monte Vista Avenue, supported closing Old Lynchburg <br />Road, which he said he has advocated for for several years. He thanked the City for <br />stabilizing the creek bank at Azalea Park. He said the current conditions on Old <br />Lynchburg Road are dangerous for pedestrians, but there is not a solution that will make <br />every neighborhood happy. He said Council should consider commuter arteries. He said <br />there has been gunfire in the neighborhood from a County neighborhood which he said <br />will go away if Old Lynchburg Road is closed. <br /> <br /> Dr. Joseph Mooney, 201 Sunset Avenue, supported the petition to close Old <br />Lynchburg Road with some regret, as he thinks there is no other choice. He said the Area <br />B plan should be emphasized. He said Council should consider changing the name of <br />Neighborhood Development Services to the Department of Neighborhood Preservation <br />Services as we have had enough neighborhood development. <br /> <br /> Mr. Raymond Mason, 939 Charlton Avenue, speaking for Ms. Holmes, owner of <br />937 Charlton Avenue, referred to a letter from the City Manager about the warranty of <br />the work at the house. He said $7,000 was added on without Ms. Holmes’ consent and <br />the wall was not repaired. He said the City Manager did not have the whole truth and he <br />thinks the warranty should still be valid. He said the City should make sure AHIP does <br />right. <br /> <br /> Mr. Vance High said that traffic on Old Lynchburg Road has worsened each year. <br />He said it used to be a safe place to bike. He said people can use Ridge Street or Harris <br />Road. He said closing Old Lynchburg Road should not be used as a bargaining tool with <br />the County. <br /> <br /> Ms. Tatyanna Patton, 2209 Jefferson Park Avenue, said that the Rivanna <br />rd <br />Conservation Society meets on the 3 Thurdays to discuss watershed issues. She thanked <br />Council for their recent membership. <br /> <br /> Mr. Mitch King, 2530 Wingate Road, President of the Old Mill Power Company <br />that buys and sells electricity, supported Mr. Lynch’s suggestion for the City to purchase <br />electricity from wind power. He said the machines must be sited carefully. He said <br />additional information is available on the website nationalwind.org. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Ms. Hamilton said that when she first heard about the notion to close Old <br />Lynchburg Road it seemed quite radical and she did not think she could support it. She <br />said as events have transpired and no communication has been received from the County <br />regarding the Area B plan, she supports asking the City Manager to do a study of the <br />impact of closing Old Lynchburg Road on surrounding streets. <br /> <br /> Mr. Norris said he agrees with Ms. Hamilton’s request. He said he is not willing <br />to say yea or nay to closing Old Lynchburg Road, but feels we need more information. <br />He said we need to implement the recommendations from the Area B study.
