He said the situation is calling out for <br />help. <br /> <br /> Mr. Lynch thanked Mitch King and Dudley Rochester for speaking for wind <br />power. He said Charlottesville is a significant purchaser of electricity. He said he will <br />discuss exploring options with Council. Mr. Lynch said he thinks closing Old Lynchburg <br />Road would be a detriment to the City and neighborhood, and is the last step he would <br />want to take. But he said it would be a greater detriment to do nothing and would keep <br />closing as an option on the table. He said he does not think closing the street is proactive, <br />but is reactive. He said Fontaine could be connected through the Granger property. He <br />said there is an opportunity with Biscuit Run to ask for proffers to build Area B roads, but <br />that is not on the table now. He proposed that we be very clear that we are interested in <br />proffers, but not to be spent on widening City intersections. He said the State has funds, <br />but they have not figured out how to spend them, and he thinks we can make a claim on <br />those funds. <br /> <br /> Mr. Taliaferro said his heart tells him that we ought to close Old Lynchburg Road. <br />He said he is frustrated with the County and thinks we have to figure out a solution. He <br />supported Ms. Hamilton’s suggestion for an impact study. He said if we cannot find an <br />alternative solution we may have to close the road. He said it is Council’s responsibility <br />to protect the neighborhood. <br /> <br /> Dr. Brown said that student housing is an issue and that is why Council has <br />designated high density areas around the University. Dr. Brown said that implementing <br />the Area B plan is not an inexpensive solution because of the bridge and roads that would <br />need to be built. He said the drainage and sidewalk issues are separate issues, and the <br />Neighborhood Development Services Director agrees that they are separate. Regarding <br />the JPA bridge, Dr. Brown said he has written to VDOT and they have agreed to see if <br />the size of the bridge can be reduced. He said he is leery of closing the road as the traffic <br />is going to go somewhere and closing the street just moves the problem. She said staff <br />has worked hard with the two contractors, with the top priority to improve service <br />without increasing cost. She said that trash collection will go from four days a week to a <br />five day a week system, except for a few days when the landfill is not open. She said <br />curbside recycling will include #1 and #2 plastics and cardboard. She said these changes <br />th <br />will begin February 5 and a public relations campaign will be done. <br /> <br /> <br />
