6 <br /> Ms. Swenson said there is always a dual threat of practical versus theoretical in <br />design competitions. She said what is critical is who is going to make the program. <br /> <br /> Mr. Taliaferro said he is in favor of moving forward. <br /> <br /> Mr. Norris said he is in favor of moving forward, but remains concerned with the <br />amount of the prize money. <br /> <br /> Dr. Brown said private funds can be sought for the prize money. <br /> <br />The majority of Council favored moving forward with the design competition. <br /> <br /> Mr. Lynch said he brought up the idea of renewable energy in September and <br />spoke about the issue at a VML meeting and SCC hearing. He said members of the <br />community have taken exception with his statements and wrote the SCC to say he did not <br />represent the Council in his support of wind power. He proposed a resolution supporting <br />the exploration of renewable energy sources, including wind power, which he feels will <br />clarify Council’s position. <br /> <br /> Mr. Norris said he strongly supports the resolution and moved its approval. <br /> <br /> Ms. Hamilton seconded the motion and said the resolution is well articulated. <br /> <br /> Council supported the Resolution Supporting Development of Renewable Energy <br />Sources, including Wind Turbines, in Virginia by the following vote. Ayes: Dr. Brown, <br />Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />WHEREAS <br />, on February 3, 2003, the City of Charlottesville Council, by <br />unanimous vote passed a resolution adopting an Environmental Sustainability Policy, <br />committing the City to continuously improve environmental management practices and to <br />become a world-class model of environmental performance and stewardship; and <br /> <br />WHEREAS <br />, The City is in the process of developing and implementing an <br />Environmental Management System to protect the environment and the health and safety <br />of its employees and citizens, through projects such as Water and Energy Conservation <br />programs, Stormwater Management, use of Alternative Fuels in City Fleet Vehicles, <br />Recycling and other programs, and <br /> <br />WHEREAS <br />, on July 17, 2006, the City of Charlottesville Council, by unanimous <br />vote passed a resolution endorsing The U.S. Mayors Climate Protection Agreement; and <br /> <br />WHEREAS <br />, Under the terms of The U.S. Mayors Climate Protection Agreement, <br />the City of Charlottesville agrees that it will strive to meet or exceed Kyoto Protocol <br />targets for reducing global warming pollution by taking actions which include increasing <br />the use of clean, alternative energy and advocating for the development of renewable <br />energy resources, and <br /> <br />WHEREAS <br />, During Fiscal Year 2006, the City of Charlottesville used, for its <br />municipal purposes, an estimated 34,168,704 kilowatt hours of electricity, at a cost of <br />$2,360,145.00, and <br /> <br />WHEREAS <br />, the majority of electricity in Virginia is produced using non <br />renewable fuels, such as coal, nuclear, oil and natural gas <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> that the City of Charlottesville <br />endorses the development of renewable energy resources, including wind resources in the <br />State of Virginia. <br /> <br />BE IT FURTHER RESOLVED <br /> the City of Charlottesville will strive to <br />incorporate the use of clean, alternative energy into its own municipal operations as soon <br />as such energy becomes available and economically viable in the State of Virginia <br /> <br /> <br />
