<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, February 5, 2007 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – February 5, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Norris, Council voted (Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None) to meet in <br />closed session for consultation with legal counsel regarding the negotiation of a cost- <br />sharing agreement with Albemarle County for the funding of City transit service in <br />Albemarle County, as authorized by Section 2.2-3711(A)(7) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, seconded by, Council <br />certified by the following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, <br />Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only <br />public business matters lawfully exempted from the open meeting requirements of the <br />Virginia Freedom of Information Act and identified in the motion convening the closed <br />session were heard, discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – February 5, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />AWARDS/RECOGNITIONS <br />: PARKS AND RECREATION DEPARTMENT – DEQ <br />ENVIRONMENTAL EXCELLENCE PROGRAM <br /> <br /> Mr. Rick Weeks of the Department of Environmental Quality recognized City <br />staff, especially Mike Svetz, Director of Parks and Recreation, and Kristel Riddervold, <br />Environmental Administrator, for their work on the Environmental Excellence Program. <br /> <br />PUBLIC <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Neighborhood Association, asked why trees in the historic district on Park Street that <br />were removed were not replaced. She said there are needs more important than providing <br />$50,000 for the design contest that was discussed at the last meeting. She said if private <br />funds are raised for the prize as was suggested, that would be fine. <br /> <br /> Mr. Donald Day, 151 Buckingham Circle, Albemarle County, said that there is a <br />permitting process ongoing for Louisa County. He said nuclear power is a highly <br />inefficient process, and he hopes Council will pass a resolution addressing this issue. He <br />said that a significant amount of energy could be saved by replacing incandescent light <br />bulbs with florescent ones. <br /> <br /> Mr. Jerry Rosenthal, 871 Holland Creek Road, Louisa County, said that nuclear <br />power is not efficient and there are alternatives and conservation measures that could be <br />used. He said high amounts of nuclear waste are being created. <br /> <br /> <br />
