<br /> 11 <br /> <br /> Dr. Brown asked what guidance Council would like to give the County regarding <br />the proffers. <br /> <br /> Mr. Lynch said he would agree to some work on Old Lynchburg Road to make it <br />th <br />safe, synchronized lights on 5 Street, but beyond that substantial money for the <br />connector. <br /> <br /> Mr. Norris asked if Mr. Lynch would be willing to say that the City funds could <br />be reduced if the County escrows more, and Mr. Lynch said yes. <br /> <br /> Mr. Tolbert said that proffers will be phased as the development is phased. <br /> <br /> Mr. Norris asked if the developer has agreed to an amount of money, and Mr. <br />Tolbert said no. <br /> <br /> Dr. Brown said there appears to be some consensus on proffers being used for <br />th <br />safety improvements on Old Lynchburg Road, synchronizing lights on 5 Street and the <br />connector, and closing Old Lynchburg Road as a measure of last resort, but with the <br />understanding that Council will be willing to do that if that is what it takes. <br /> <br />Mr. Norris suggested passing a resolution to that effect. <br /> <br />Mr. Tolbert said the County should also be encouraged to adopt the Area B <br />recommendations. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: WATER LINE EASEMENT TO ALBEMARLE <br />COUNTY SERVICE AUTHORITY <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that there is a water quality <br />problem at Camp Holiday Trails and a solution has been found by connecting them to <br />Ednam Forest. She said the City owns the land and Council has to approve the easement. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the ordinance entitled “AN <br />ORDINANCE GRANTING A WATER LINE EASEMENT ACROSS CITY-OWNED <br />PROPERTY NEAR RAGGED MOUNTAIN RESERVOIR TO ALEMARLE COUNTY <br />SERVICE AUTHORITY” was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: ABANDON WATER LINE EASEMENT IN <br />HUNTLEY SUBDIVISION <br /> <br /> Mr. Brown said Council is being asked to abandon an easement as a water line is <br />being relocated. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the ordinance entitled “AN <br />ORDINANCE AUTHORIZING ABANDONMENT AND RELOCATION OF A <br />WATER LINE ESEMENT ACROSS PROPERTY KNOWN AS HUNTLEY <br />SUBDIVISION” was offered and carried over to the next meeting for consideration. <br /> <br />REPORT <br />: APPEAL OF BAR DECISION RE: TREE REMOVAL AT 420 PARK <br />STREET <br /> <br /> Ms. Mary Joy Scala, Planner in Neighborhood Development Services, explained <br />that this appeal was deferred by Council, and the applicant was asked by Council to either <br />provide a detailed report from his arborist about the condition of the tree, or to have the <br /> <br />
