<br /> 12 <br />tree inspected by the City’s arborist. She said that staff recommends that if Council <br />agrees to allow the tree to be removed that it be conditioned on the applicant working <br />with staff and the BAR on a replacement tree. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. Ed Bain, applicant, said that <br />the photograph shows an instrument being inserted three feet into the tree. <br /> <br /> Mr. Lynch said he thinks the arborist made a good case. He said that while the <br />tree looks good from the ground it is under stress, plus the arborist noted that there are <br />lots of targets underneath the tree and it is root bound. He said he thinks a good case has <br />been made for its removal. <br /> <br /> Ms. Hamilton agreed and noted that the applicant indicated his willingness to <br />work with the staff on a replacement tree. She made a motion to authorize the tree <br />removal at 420 Park Street. <br /> <br /> Dr. Brown asked about the condition of having the applicant work with the staff <br />and BAR on a replacement tree, and Ms. Hamilton accepted that as a friendly amendment <br />to her motion. <br /> <br /> Mr. Lynch seconded the motion and removal of the tree at 420 Park Street was <br />approved, conditioned on the applicant working with City staff and the Board of <br />Architectural Review on a replacement tree by the following vote. Ayes: Dr. Brown, <br />Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: SPECIAL USE PERMIT FOR HOMELESS DAY SHELTER AT 112 <br />ST <br />WEST MARKET STREET (1 CHRISTIAN CHURCH) <br /> <br /> Ms. Ashley Cooper, Planner in Neighborhood Development Services, explained <br />that the special use permit request is for a homeless day shelter at 112 West Market Street <br />for day time use only. She said it is considered a creative adaptive use of the building. <br /> <br /> Mr. Lynch asked what COMPASS is going to do to measure outcomes and how <br />will they determine if the program is successful. <br /> <br />st <br /> Mr. Eric Spears, 511 North 1 Street, representing COMPASS, asked those in <br />support of the special use permit to stand and many in the audience stood. He said <br />strategic research and data will be put in place right away. <br /> <br /> Mr. Lynch said that he supports the project, and while he is concerned about the <br />homeless, he does not want this to be a magnet for the homeless in the surrounding <br />region. <br /> <br /> Mr. Spears said that information collected from other parts of the country does not <br />find that to be the case. <br /> <br /> Dr. Brown asked for information on COMPASS’ business plan. <br /> <br /> Mr. Spears said that there will be a staff of at least three, starting at three to five <br />hours a day and then having increasing hours. He said they will keep direct contact with <br />the Police. He said they estimate 25-30 clients each day and 30 to 125 monthly. <br /> <br /> Responding to questions from Ms. Hamilton about the screening process and <br />insurance, Mr. Spears said that is still in the development phase. He said no drugs, <br />alcohol or weapons will be allowed. He said the Virginia Organizing Project will be <br />carrying the insurance. <br /> <br /> Dr. Brown asked about licensing requirements, and Mr. Spears said there are no <br />licensing requirement, but the building must meet the building code. <br /> <br /> Dr. Brown noted there is a $155,000 annual operating budget, and said he is <br />assuming that CDBG funds will be pursued. <br /> <br />
