She said balloting was done and <br />twice as many respondents favored one waying. 2) Locust Grove: one way Calhoun <br />Street westbound from Locust to St. Clair. She said a survey revealed that 25 to 27% of <br />the cars using the street are from out of the neighborhood. She said it is used as a cut <br />through at peak hours. She said one waying has the full support of Calhoun residents. <br />She said half of those who attended a neighborhood meeting were in favor of no change <br />and half in favor of one waying Calhoun. 3) Woolen Mills: one way Franklin Street <br />southbound from Market to the self storage business. She said an informal origin and <br />destination study showed that 25% of the cars were neighborhood cars and 75% were <br />from out of the area. 4) North Downtown: median closures on 250 Bypass at Birdwood <br />Road and Hillcrest. She said there are currently left turn restrictions in the morning and <br />evening peak hours, but the recommendation is being made because of the frequency of <br />accidents. She said 65% of the accidents at Birdwood and 40% of the accidents at <br />Hillcrest could have been prevented by closing the median. She said 62 letters were sent <br />to residents and eleven responses were received, two opposed, two in favor, with the <br />remaining concerned about the inconvenience or asking that other options be considered. <br />She said there are 36,000 cars per day on the bypass and it is infeasible to have a traffic <br />signal at those streets because there is no left turn lane and because of its proximity to the <br />McIntire Road light. She said the option of a light at the Park Street ramp was <br />considered, but backing up onto the Bypass would be a problem. <br /> <br /> Ms. Hamilton asked for clarification about the diverter, and Mr. Tolbert said that <br />Council agreed last year too replace the diverter with “porkchops” at Cedar Hill and <br />Swanson, unless the median strip is constructed beyond Swanson, on the condition that <br />County would do the same on their two streets. <br /> <br /> Mr. Taliaferro asked how vehicles will turn around if Franklin Street is made one <br />way, and Ms. Tucker said that the concern is that the self storage business will become <br />the defacto turn around. She said good signage will be needed. <br /> <br /> Ms. Hamilton asked if it is alright with the owner of the self storage business that <br />his property be used as a turnaround, and Ms. Tucker said that the owner prefers that the <br />street not be made one way. She said the City would not support using his property as <br />the turn around. <br /> <br /> Responding to a question from Mr. Lynch about accident incidents and other <br />traffic data on Franklin Street, Ms. Tucker said that 600 plus truck traffic trips per day <br />has been reduced by H. T. Ferron’s voluntary agreement to not use Franklin except when <br />a train is blocking the alternate route. She said there have been two recent instances of a <br />tractor trailer getting hung up, and staff is looking into signage to prevent this. <br /> <br /> Mr. Norris asked about the balloting procedure regarding one waying of Calhoun, <br />and how it is decided which streets are balloted. <br /> <br /> Ms. Tucker said that the general policy is to include those residents on <br />surrounding streets that have no choice to avoid the street, but the streets included can be <br />expanded beyond that. <br /> <br /> Ms. Hamilton said that one waying 7 ½ Street northbound would mean there <br />would be two northbound streets together and the one southbound beyond that which is <br />not intuitive. She asked if residents expressed a preference for 7 ½ Street to be north or <br />soundbound. <br /> <br /> Ms. Tucker said two residents suggested that it be southbound. <br /> <br /> Ms. Hamilton asked if it would be possible to have a connection from Birdwood <br />Road to Allied Street, and Ms. Tucker said the topography would be challenging and <br />there are houses built at the end of the street. <br /> <br /> Mr. Brown said that Council will not be making a decision tonight and there will <br />be a opportunity in the future for comments by the public. <br /> <br /> <br />
