<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Tuesday, February 27, 2007 AT 7:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Vision Themes “America’s Healthiest City,” “C’ville Arts and <br /> Culture,” and “Smart, Citizen-Focused Government” <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – February 27, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />America’s Healthiest City <br /> <br /> Councilors indicated they were satisfied with the statement for the vision theme <br />“America’s Healthiest City.” <br /> <br />Strategy I: Maintain and enhance City’s commitment to providing a robust wellness <br />program for City employees. <br /> <br /> Mr. O’Connell said that virtually all of the initiatives listed are being done now. <br /> <br /> Mr. Lynch asked how we are tracking medical costs. <br /> <br /> Mr. O’Connell said we had a very good year claim wise. <br /> <br /> Responding to a question from Mr. Taliaferro about urgent care, Mr. Galloway <br />Beck, Director of Human Resources, said that the proposal is still in the development <br />stage, but is proposed to be offered on-site. <br /> <br />Strategy II: An implemented comprehensive plan for human services with methods for <br />tracking effectiveness for all City-funded programs including non-profits. Include a <br />comprehensive identification of all resources and service options within the community. <br /> <br /> Mr. O’Connell said some of these initiatives are in process. <br /> <br /> Mr. Taliaferro asked about performance tracking, and Ms. Diane Kuknyo, Chief <br />of Administration in the Department of Social Services, said that Department is in the <br />process of developing a strategic plan and one of the goals is to set up statistical <br />parameters which will be benchmarked against the state and other localities. <br /> Mr. Lynch suggested adding an initiative about the tracking of poverty generally <br />in the City as was discussed with the School Board. He said there are an increasing <br />number of families in poverty and we are not tracking them very well. He suggested that <br />someone talk with the University about helping with this effort and said perhaps we <br />should do a survey. <br /> <br /> Dr. Brown asked if there are any known models for this type of tracking. <br /> <br /> Ms. Hamilton asked what that would tell us that we do not already know, such as <br />the fact that people have low paying service jobs in Charlottesville. She said there is a <br />similar effort in Savannah that we might want to explore. <br /> <br /> Mr. Lynch suggested pulling in the Department of Social Services, MACAA, and <br />the Commission on Children and Families. Mr. Lynch said we should get a breakdown <br />of the 935 families that are in poverty and whether their situations are generational, <br /> <br />
