2 <br />because they moved here, situational or due to drug abuse, etc. He said we should then <br />determine if they are accessing City services. <br /> <br /> Dr. Brown said he thinks we need to fine tune this idea before including it in the <br />strategy, and suggested getting input from CCF or other organizations. He said one <br />question is what would be the mechanism to gather that information. <br /> <br /> Mr. Norris said he has no problem finding out more information, but he said we <br />already know what a lot of the causes and barriers are: jobs and workforce development. <br />He said he does not want to say the information is not important, but he also wants to <br />look at solutions. He said the information is out there about causes, and said MACAA is <br />doing a lot of this. <br /> <br /> Dr. Brown said it sounds like we are looking for demographic information. <br /> <br /> Ms. Hamilton said that perhaps MACAA could add a question to what they <br />already ask of clients. <br /> <br /> Ms. Gretchen Ellis, Executive Director of CCF, said that the human services <br />master plan will address a lot of this. She said Albemarle County staff is convening a <br />group that might be able to address the issue as well. <br /> <br />Strategy III: Subsidized and accessible community fitness and wellness facilities and <br />programs. <br /> <br /> Mr. O’Connell said that three of these initiatives that deal with the City’s role in <br />community fitness are proposed in the budget, and he would like input from Council. <br /> <br /> Mr. Lynch said he sees the City’s involvement being the provider of trails and <br />pools, etc. <br /> <br /> Mr. Svetz said the proposals tie back to the Parks and Recreation needs <br />assessment that was done. <br /> <br /> Mr. Lynch said he is not satisfied with the existing Parks and Recreation <br />programming. <br /> <br /> Mr. O’Connell suggested changing the language to “explore” the City’s <br />development of these programs. <br /> <br /> Dr. Brown said he does not see the City needing to compete with private <br />businesses. <br /> <br /> Councilors agreed to change the language to “explore.” <br /> <br /> Mr. O’Connell said that an active group is looking at expanding the community <br />gardening program and will be coming forward with recommendations this spring. <br /> <br /> Mr. Norris asked about the pilot project with ACAC and public housing. <br /> <br /> Mr. Svetz said there was a meeting between the Director of the Housing Authority <br />and ACAC to see if they are interested in a partnership that would provide a reduced rate <br />and access to ACAC for public housing residents. He said ACAC was amenable to the <br />idea and funding is proposed in the budget, with a cap of between 12 and 15 adults. <br /> <br /> Ms. Hamilton suggested considering staff development for Parks and Recreation, <br />i.e., encouraging low income neighborhood residents to do programs such as yoga. <br /> <br />Strategy IV: Comprehensive plan for emergency preparedness and delivery. <br /> <br /> Mr. O’Connell said that the proposal to add EMS staff is a major budget item and <br />he suggested that Council defer discussion on this until the budget. <br /> <br />
