6 <br />Dr. Brown suggested that ideas be brainstormed and then bring them back to <br />Council for ratification. <br /> <br />Ms. Hamilton said we should evaluate how the City responds to neighborhood <br />leadership. <br /> <br />Mr. Norris said this is related to the proposal for a neighborhood advocate <br />position. <br /> <br />Dr. Brown said we should look at all neighborhoods, not just the noisiest. <br /> <br />It was suggested the following topics be included: citizen participation, customer <br />service, business plans. <br /> <br />Mr. Lynch said we should make it easier for community groups to do <br />announcements on public access television. <br /> <br />Ms. Hamilton suggested providing public speaking assistance to staff. <br /> <br />Dr. Brown suggested broadening that and encourage assistance for staff, agencies, <br />Planning Commissioners, etc. <br /> <br />Ms. Hamilton said she would like customer service training in the Police <br />Department. She said she hears from all neighborhoods, but particularly public housing, <br />that the Police do not respond to calls. She said she would like to see more of the attitude <br />that the Police are ambassadors for the City. <br /> <br />Mr. Taliaferro said the attitude is a training issue. <br /> <br />Dr. Brown said he would like the face of the City to be welcoming and friendly <br />regardless of who it is. <br /> <br />Mr. Norris suggested adding more efficient government as a strategy. Mr. Norris <br />asked if performance based government is part of strategic business plans. <br /> <br />Mr. O’Connell said yes, but it needs to be refined more. <br /> <br />Mr. Norris said another theme is looking at outcomes. He asked if there is still a <br />reward program for employees who have innovative ideas. <br /> <br />Mr. O’Connell said there are incentives, bonuses and cost sharing opportunities <br />for employees only. <br /> <br />Mr. Lynch said we still do not really have a process for measuring outcomes. He <br />said there are more status reports than outcomes. <br /> <br />Mr. Taliaferro said he would like to link that into the budget. <br /> <br />Mr. O’Connell said we have a traditional pay structure and rewards are not built <br />into the system. <br /> <br />Dr. Brown suggested that regionalism be one strategy with bullets underneath. It <br />should include explore a regional master plan through the Planning Commission and <br />coordination of services now and to be explored. <br /> <br />Mr. Norris added and suggested taking out the laundry list of examples since <br />some are missing. <br />Mr. O’Connell said some the items missing are the transit study, transit authority <br />and fire study. <br /> <br />Mr. Lynch said is makes sense to accelerate the southern connector now. He said <br />the City could put money up to get the ball rolling. <br /> <br />
