<br />COUNCIL CHAMBER – March 5, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Absent: Ms. Hamilton. <br /> <br />AWARDS/RECOGNITIONS <br />: BOOK FESTIVAL PROCLAMATION <br /> <br /> Dr. Brown presented the Book Festival proclamation to Nancy Damon <br /> <br />PUBLIC <br /> <br />th <br /> Ms. Lelia Edhoe Brown, 316 8 Street, N.W. an alumni of and former teacher at <br />Jefferson School and co-chair of the Jefferson School Task Force, said she is glad to see <br />the announcement of the Jefferson School managing partners on the agenda. She said it <br />means a lot to the community. <br /> <br /> Ms. Ann Carter, 715 Orangedale Avenue, expressed concerns about the proposed <br />state and federal historic district in Fifeville. She said it is also not clear what it is going <br />to be called. She asked if the application has been sent, and if so, how was it done <br />knowing there is opposition. She asked if Council has seen the application without <br />hearing from the public. She asked when a public hearing will be scheduled. She said it <br />will create gentrification and will increase tax assessments and restrictions on property. <br /> <br /> Ms. Mary Reese, 95 Oak Forest Circle, co-chair of the Jefferson School Task <br />Force, said the promise of renovation of Jefferson School is looking good, and she <br />thanked Council for their support. She said it will bring honor to the community. She <br />asked Council to fully fund the School Board’s budget request. <br /> <br /> Ms. Carla Manno, 324 7 ½ Street, S.W., spoke against the proposed historic <br />district in Fifeville because the residents have not been heard. She said the current <br />zoning protects the neighborhood from redevelopment. She said the City should start <br />with neighborhoods that support such designation. She said the neighborhood wants a <br />public hearing prior to an application being filed. <br /> <br /> Ms. Tammy Londeree, 813 Locust Avenue, Apt. C, said she does not support <br />funding for a sister city statue, and said the money should be used instead for a program <br />such as TeensGive. <br /> <br /> Mr. John Pfaltz, 1503 Rugby Road, expressed concern about the lack of connector <br />roads and the impact the Biscuit Run development will have on the City. <br /> <br /> Mr. Louis Schultz, 1809 E. Market Street, referred to the oath taken by <br />th <br />Councilors and the 5 Amendment to the Constitution. He said he has attempted to get <br />help from the City due to the impact of a stream on his property. He said the City <br />repaired the bridge on Steep Hill Street even though it is private property. <br /> <br /> Mr. Steve Shifflett, 1138 Locust Avenue, said he is not able to access the <br />driveway for the property he owns at 301 7 ½ Street since it has been made one way. <br /> <br /> Ms. Melanie Miller, Locust Avenue, representing the Martha Jefferson <br />Neighborhood Association, asked that her neighborhood be moved up on the priority list <br />for historic designation. She said there are several historic properties in the <br />neighborhood. <br /> <br /> Ms. Deborah Shifflett, 1138 Locust Avenue, owner of property at 301 7 ½ Street, <br />said she cannot make the turn into the driveway on 7 ½ Street since the street was made <br />one way. She said she also opposes making Calhoun Street one way as traffic will just be <br />diverted elsewhere. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> <br />
