2 <br /> Mr. Lynch said that it is obvious that the Fifeville neighborhood feels as though <br />the historic designation is being hoisted on them by Council. He said that in 2003 there <br />was an upzoning of commercial properties and concern that there would be pressure to <br />tear down houses for redevelopment so staff was asked to start the historic district <br />process. He said the benefit of state and federal designation is that homeowners can <br />receive tax breaks for renovations. He said it is surprising that the neighborhood does not <br />want it. He said Belmont might be a good priority for such designation. He offered to <br />attend a neighborhood meeting and talk about the pros and cons of such a designation. <br /> <br /> Mr. Taliaferro said it appears that the concerns are a result of a lack of <br />communication. <br /> <br /> Dr. Brown said the agenda item later in the meeting will deal with this issue in <br />general terms. He agreed that we need to make sure the neighborhood supports the <br />designation. He said that while local designation protects houses from being torn down <br />he does not want to price people out of their homes. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown announced that the Charlottesville High School girls basketball team is <br />having a stellar season and will be playing in the state quarter finals. <br /> <br />CONSENT AGENDA <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Taliaferro, the following consent <br />agenda items were approved by the following vote. Minutes of February 8, 20 and 22 <br /> <br />APPROPRIATION <br />b. : $37,053 – Domestic Violence Coordinator Grant <br />nd <br /> (2 reading) <br /> <br />WHEREAS, <br />The City of Charlottesville, through the Commonwealth Attorney’s <br />Office, has received the Domestic Violence Services Coordinator Grant (Grant #: 07- <br />K9413VA06) from the Virginia Department of Criminal Justice Services in the amount <br />of $37,053 in Federal pass-through funds; and <br /> <br />, <br />WHEREAS <br /> the grant award covers the period from period January 1, 2007 <br />through December 31, 2007. <br /> <br />NOW, THEREFORE BE IT RESOLVED <br />by the Council of the City of <br />Charlottesville, Virginia that the sum of $37,053 received from the Virginia Department <br />of Criminal Justice Services is hereby appropriated in the following manner: <br />Revenues <br />$37,053 Fund: 209 Cost Center: 1414002000 G/L Account: 430110 <br /> <br />Expenditures <br />$37,053 Fund: 209 Cost Center: 1414002000 G/L Account: 510010 <br /> <br />BE IT FURTHER RESOLVED <br />, that this appropriation is conditioned upon <br /> <br />the receipt of $37,053 from the Virginia Department of Criminal Justice Services. <br /> <br />APPROPRIATION <br />c. : Reprogramming Community Development Block Grant <br />nd <br /> Funds (2 reading) <br /> <br />WHEREAS <br />, council has previously approved the appropriation of certain sums <br />of federal grant receipts to specific accounts in the Housing Opportunities Made Equal <br />(HOME) funds; and <br /> <br />WHEREAS <br />, it now appears that these funds can be spent more efficiently and <br /> <br />need to be reprogrammed, and therefore, <br /> <br />
