4 <br /> Mr. Norris said he would like to see more money in sidewalks, trails and bike <br />lanes. <br /> <br /> Mr. Lynch expressed concern about spending money on things that are beyond <br />their useful lives, such as indoor pools. <br /> <br /> Mr. Norris said Council dropped the ball in not giving clear guidance regarding a <br />central facility versus neighborhood facilities. <br /> <br /> Mr. Svetz said that going in with the YMCA could get us out of indoor aquatics. <br /> <br /> Councilors expressed tentative agreement with spending $500,000 for repairs at <br />Crow and Smith. <br /> <br /> Mr. Lynch said he disagrees with spending money on non-emergency repairs at <br />Carver and Tonsler. <br /> <br /> Mr. Norris said he favors moving forward, but if we needs cuts he would go there. <br /> <br /> Mr. O’Connell said that the surplus funds proposed for strategic initiatives would <br />be used to leverage private investment and assist businesses that would provide an <br />economic return to the City. <br /> <br /> Mr. Aubrey Watts, Chief Operating Officer, said that examples of what these <br />funds could be used for are getting parking off West Main Street in smaller parking <br />garages, parking replacement for the Water Street lots, and other economic development <br />projects. <br /> <br /> Mr. Lynch said he thinks we should identify projects. He said when projects <br />come up we can float a bond, get the money and pay it back. <br /> <br /> Mr. Norris said this is the best candidate for trying to pull funds out of the CIP. <br /> <br /> Ms. Hamilton said she can see reducing the amount, but feels it should be there. <br /> <br /> Mr. Taliaferro said he would like to hear more about possible projects. <br /> <br /> Ms. Hamilton said she would like to see more money go into City infrastructure. <br /> <br /> Mr. Norris said he feels there is room to cut in the City building space funds. <br /> <br /> Dr. Brown suggested putting funding off for a year on this project so we can be <br />more clear about what we are getting. <br /> <br /> Councilors tentatively agreed to remove the $250,000 for building space funding <br />from the CIP. <br /> Councilors tentatively agreed to the mobile data for the Police Department. <br /> <br /> Police Chief Tim Longo said that only 15 officers have take home vehicles, but <br />the total fleet is approximately 100. <br /> <br /> Mr. Lynch said he would like more information on how many cars would be <br />using the laptops at once. <br /> <br /> Mr. O’Connell said that additional funds were put into street reconstruction <br />because of the concerns about deteriorating streets. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that 14% of City streets are in <br />need of major repair. <br /> <br /> Mr. O’Connell said the idea was to play catch up this year and then the funding <br />backs down. <br /> <br />
