5 <br /> <br /> Ms. Mueller said that bike lanes are put in where possible when paving is done. <br /> <br /> Mr. Norris said his proposal is to use some of the funds for street reconstruction <br />for bike and pedestrian improvements. He said he does not disagreed that it would be nice <br />to do more repaving. He said there are a lot of plans for bike and pedestrian <br />improvements on the books, but he would put a higher priority on more sidewalks, trails <br />an bike lanes. He suggested taking two thirds of the funding and putting it into those. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, said that we <br />cannot do that much more bike lanes. <br /> <br /> Mr. O’Connell said the question is do you built more that is new or repair what <br />you have. <br /> <br /> Dr. Brown said this is a $1 million increase, and he sees it as a one shot infusion, <br />and in order to be more bike and pedestrian friendly he thinks we have to do it. Dr. <br />Brown would like a report on this before moving ahead. <br /> <br /> Councilors tentatively agreed to reallocate two thirds of the funding to sidewalks, <br />bike lanes and trails. <br /> <br /> Mr. Tolbert said the plan for wayfinding signs is to start at the outskirts of town <br />with new welcome signs, then have directional signs, with downtown being the central <br />focus. He said there is currently no consistency to signs. He said the proposal is for <br />several hundred signs. <br /> <br /> Mr. O’Connell said this could be spread out over three years. <br /> <br /> Mr. Lynch said he would not support this period, but suggested banners <br />downtown on sidestreets. <br /> <br /> Ms. Hamilton said she supports entrance signs and ones downtown, but not this <br />large. <br /> <br /> Dr. Brown suggested $100,000 and asked staff to come back with what we can <br />get for that. He said if we want to do something more extensive we can consider it next <br />year. <br /> <br /> Mr. Taliaferro suggested $200,000. <br /> <br /> Mr. Norris said he would like a menu of what you get for what. <br /> <br /> Ms. Hamilton and Mr. Norris supported $200,000. <br /> <br /> Dr. Brown said he would like to what we would get before spending $200,000. <br /> <br /> Dr. Brown said he thinks we need to take a minimum of 2 cents off the tax rate. <br /> <br /> Mr. Norris and Mr. Taliaferro said they were fine with taking 2 cents off. <br /> <br /> Mr. Taliaferro asked for the impact of a 2, 3 and 4 cent tax rate reduction. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ ____________________________ <br />President Clerk <br /> <br /> <br /> <br /> <br />
