3 <br /> Mr. O’Connell said CCDC also often brings in other professional people for <br />projects and absorbs that cost. <br /> <br /> Mr. Lynch agreed that we should get something back for providing the funding. <br /> <br /> Mr. Mike Svetz, Director of Parks and Recreation, noted that CCDC recently bid <br />a project for $16,000 when other bids were in the $50,000 range. <br /> <br /> Mr. O’Connell said that discussions are taking place about moving CCDC to the <br />space in the Market Street garage building. <br /> <br /> Councilors tentatively agreed to the funding for the agencies in this category. <br /> <br />Organizational Memberships <br /> <br /> Mr. O’Connell noted that funding is recommended for the Central Virginia Small <br />Business Development Center, which is the same group that failed to receive funding, but <br />now has new leadership. <br /> <br /> Ms. Hamilton asked about the One Stop Center. <br /> <br /> Ms. Beauregard said that it was not clear what the City was getting for funding <br />the One Stop Center, and funding was hard to justify. She said the funding request could <br />not be tied to any program. <br /> <br /> Mr. Norris said the primary clients for the One Stop Center are unemployed <br />persons looking for work. <br /> <br /> Mr. Lynch said he would like to get more information on the One Stop Center. <br />He said if their outcomes are not good we need to push them on that. <br /> <br /> Mr. O’Connell said that $7,396 could be reserved pending more information and <br />approval by Council for the One Stop Center. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. O’Connell said that the <br />Virginia Innovations Group is on the leading edge with new ideas for local governments. <br /> <br /> Mr. O’Connell said that the Thomas Jefferson Regional Partnership for Economic <br />Development has a new director and he thinks we will see improvements in addressing <br />the needs of the City. <br /> <br /> Mr. Taliaferro asked if the ICMA Performance Measurement Consortium will be <br />used in the budget process next year, and Ms. Beauregard said she hopes so. <br /> <br /> Councilors tentatively agreed with the recommendations for the organizational <br />memberships. <br /> <br />Administrative and Council Amendments <br /> <br /> Mr. O’Connell reviewed amendments to the original budget proposed by staff and <br />Council. He noted the $82,000 expenditure to fund the new tax grant levels ($350 for a <br />home valued up to $350,000 and family income below $50,000). <br /> <br /> Ms. Hamilton said she would still like to see a grant of $500 for incomes below <br />$25,000, and Mr. Norris supported this. <br /> <br /> Mr. O’Connell said the would increase the cost to approximately $150,000. <br /> <br /> Dr. Brown supported the suggestion and said the increase could be offset by <br />reducing the $350 for incomes between $25,000 and $50,000 to $300. <br /> <br /> Mr. Taliaferro said he would be okay with that. <br /> <br />
