4 <br /> <br /> Mr. Norris said he would like to put more money in this program rather than make <br />deeper tax rate cuts. <br /> <br /> Mr. O’Connell referred to the proposal to reallocate $650,000 out of street <br />repaving in the CIP to sidewalks/bike and pedestrians lanes/trails. <br /> <br /> Ms. Hamilton said she disagrees with this and thinks our roads are in terrible <br />shape and are dangerous for bikers. <br /> <br /> Mr. Lynch said he thinks state road funds should cover repaving. <br /> <br /> Mr. O’Connell said staff will provide more information on state road funding. <br /> <br /> Mr. O’Connell said that the expenditure reductions proposed, with the exception <br />of new funding for the Football League, fatherhood initiative, and One Stop Center, <br />results in a one cent tax rate reduction. <br /> <br /> Dr. Brown asked if any of the City Hall space study is related to the customer <br />service center, and Mr. O’Connell said yes, but it mostly includes other things in City <br />Hall. <br /> <br /> Mr. O’Connell asked Council to consider a little more funding for wayfinding <br />signs. <br /> <br /> Mr. Tolbert said they are still early in the design stage for wayfinding. He said <br />the proposal is to have signs that direct people as they drive into town, then signs that will <br />split people to where they want to go, then signs to get people to parking, and finally <br />signs to direct people who are on foot downtown. <br /> <br /> Mr. Lynch said he cannot support having three sets of signs in a decade. <br /> <br /> Dr. Brown said this proposal is a lot of money. He said he would prefer to put <br />some money in and get started. He said he would like more evidence of the need and the <br />plan. <br /> <br /> Mr. Norris said he would like more information on the return for investment for <br />the wayfinding. <br /> <br /> Dr. Brown said he feels this should be the role of the Visitors Center. <br /> <br /> Mr. Lynch said he would favor putting banners or signs on the sidestreets of <br />downtown. <br /> <br /> Mr. O’Connell said that Council still has a reserve of $217,109. <br /> <br /> Dr. Brown asked for more information about the employee parking subsidy. <br /> <br /> Ms. Beauregard said it is a fairness issue as some City employees get free <br />parking. <br /> <br /> Mr. Watts said there is a reduced rate at the Water Street lot if employees carpool. <br /> <br /> Dr. Brown said his concern is that has not been done with an eye to encouraging <br />employees to carpool, walk or take the bus. <br /> <br /> Mr. Lynch said he thinks incentives can be set up, such as if you carpool you have <br />a free space. He said there are empty spots in the Water Street Parking Garage. He said <br />he favors funding this proposal. He said it is a waste of time for employees to move their <br />cars in the two hour on-street parking spaces. <br /> <br /> <br />
