<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, April 2, 2007 AT 6:00 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – April 2, 2007 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Mr. Lynch, seconded by Mr. Norris, Council voted to meeting in <br />closed session (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) for consultation with legal counsel for the provision of legal advice <br />pertaining to probable litigation involving the collapse of the Juvenile Court building <br />wall, in which the City will be a party, and for advice regarding the City Council’s <br />position and strategy in negotiating an agreement with Albemarle County for the sharing <br />of costs for solid waste disposal, as authorized by Section 2.2-3711(A)(7) of the Virginia <br />Code; and for discussion and consideration of appointment of specific individuals to City <br />boards and commissions, as authorized by Section 2.2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – April 2, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Dr. Brown said that Mr. Taliaferro has suggested that an oversight committee be <br />created to address the Rescue Squad response time issues and to move forward in a <br />thoughtful and cooperative way. He said he will bring up the composition of this <br />committee during Other Business. <br /> <br /> Mr. Lynch announced that Earth Day activities will be held at McIntire Park on <br />th <br />April 28. <br /> <br />AWARDS/RECOGNITIONS <br />: CHILD ABUSE PREVENTION MONTH; FAIR <br />HOUSING MONTH <br /> <br /> Dr. Brown read the Fair Housing Month proclamation <br /> <br /> Dr. Brown presented the Child Abuse Prevention Month proclamation. <br /> <br />PUBLIC <br /> <br /> Ms. Christine Solem, 1836 Polo Grounds Road, a vendor at City Market since <br />1983, expressed concern about the new proposed City Market regulations. She said she <br />hopes her appeal is self-evident. She said she understands that the regulations are being <br />re-written and she could withdraw or amend her appeal. She said she hopes Council will <br />put the appeal on a agenda soon. <br /> <br />
