<br />COUNCIL CHAMBER – April 16, 2007 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Hamilton announced that the Dogwood Parade will be on Saturday. She said <br />she will bring up City Market regulations during Other Business. <br /> <br />th <br /> Mr. Lynch announced Earth Day Festivities on April 28. <br /> <br /> Mr. Taliaferro said he will bring up bus routes that were eliminated during Other <br />Business. <br /> <br />AWARDS/RECOGNITIONS <br />: CHS GIRLS TRACK TEAM; CRIME VICTIMS <br />AWARENESS PROCLAMATION; NATIONAL LIBRARY WEEK PROCLAMATION <br /> <br /> Dr. Brown presented the Crime Victims Awareness Week Proclamation to Cherri <br />Murphy, Victim Witness Coordinator. <br /> <br /> Mr. Norris said that the Victim Witness Program in Charlottesville is top notch. <br /> <br /> Dr. Brown read the proclamation proclaiming National Library Week. <br /> <br /> Dr. Brown presented a proclamation congratulating the Charlottesville High <br />School Girls Track Team for their successful season to Coach Curtis Elder and members <br />of the team. <br /> <br />PUBLIC <br /> <br /> Mr. John Potter, 1208 Bland Circle, representing the Alliance for Community <br />Choice in Transportation (ACCT), said that a bicycling summit was held last year and <br />over 400 participants participated in an online survey. He said a report was done <br />detailing recommended steps, both short term and long term. Many people in the <br />audience stood in support of Mr. Potter’s comments. Mr. Potter thanked Council for <br />reprogramming funds from paving for bicycling and pedestrian trails. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, noted that funding for the EMS proposal <br />was approved in the budget even though most speakers spoke against it during the budget <br />process. She said it appears that deals are made by Councilors during the process and she <br />asked where is the fiscal responsibility promised in the Council campaign. <br /> <br /> Rev. David Poist, 341 Woodlands Road, former Rector of St. Paul’s Church, <br />introduced the ONE Campaign, a nationwide effort to increase awareness of and support <br />for the United Nations goals to eradicate extreme poverty and hunger, achieve universal <br />primary education, promote general equality and empower women, reduce child <br />mortality, improve material health, combat HIV/AIDS, malaria and other diseases ensure <br />environmental sustainability, and forma a global partnership for development. Rev. Poist <br />said this is an opportunity for our community to think broadly and globally. <br /> <br /> Bruce Carveth, representing the Blue Ridge Virginia Chapter of the United <br />Nations Association of the USA, asked that Council proclaim Charlottesville to be a <br />CITY OF ONE. He said the proclamation makes no commitment on the part of the City. <br /> <br /> Ms. Carla Manno, 324 7 ½ Street, S.W., expressed concern about a four-year old <br />that was hit by a car on Dice Street. She said Fifeville has been ignored for some time <br />and is now being put on for historic designation. She asked Council to review the tape of <br />the January neighborhood meeting so that they can understand the neighborhood’s <br />resistance to historic designation. She asked that Council take the nomination down <br />th <br />before the April 26 meeting. <br /> <br /> <br />
