He said his goal <br />is to think about prevention areas. <br /> <br />RESOLUTION <br />: SUPPORTING CHARLOTTESVILLE AREA BUY FRESH BUY <br />LOCAL CAMPAIGN <br /> <br /> Ms. Melissa Wiley, representing the Piedmont Environmental Council, said the <br />goal of the Charlottesville Area Buy Fresh Buy Local Campaign is to increase consumer <br />awareness of local foods and to provide a guide on where locally produced food can be <br />purchased. <br /> <br /> Ms. Hamilton said she heartily supports the effort. <br /> <br /> Mr. Taliaferro said he concurs. <br /> <br /> Dr. Brown said this campaign emphasizes the importance of supporting local <br />businesses and that the community does not stop at the City border. <br /> <br /> On motion by Ms. Hamilton, seconded by Mr. Taliaferro, Council supported the <br />Charlottesville Buy Fresh Buy Local Campaign by the following vote. Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: ESTABLISHING 2007 PERSONAL PROPERTY TAX RELIEF <br />PERCENTAGE <br /> <br /> Ms. Rosalyn Collins, Commissioner of Revenue’s office, said that the grant <br />amount for tax relief for vehicles is recommended to be set at 52%. <br /> <br /> Responding to a question from Mr. Taliaferro, Ms. Collins said it is better to err <br />by underestimating rather than overestimating the percentage. <br /> <br /> Responding to a question from Mr. Lynch about why 52%, Ms. Collins said that a <br />formula is used to determine the percentage. <br /> <br /> Responding to a question from Mr. Norris, Ms. Collins said that the taxes are pro- <br />rated for vehicles that move from one locality to another in localities that allow pro- <br />ration. <br /> <br /> On motion by Mr. Taliaferro, seconded by Mr. Lynch, the Resolution <br />Establishing the 2007 personal Property Tax Relief Percentage was approved by the <br />following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />APPROPRIATION <br />: FY 07-08 BUDGET RECOMMENDATIONS FOR <br />COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) AND HOUSING <br />nd <br />OPPORTUNITIES MADE EQUAL (HOME) FUNDS (2 reading) <br /> <br /> Ms. Hamilton said that Council discussed the fact that the Housing Authority <br />needs more flexible funding and proposed to swap other funding for the CDBG funds. <br />She said she does not want to take action tonight that would pre-empt what we want to do <br />in the future. <br /> <br /> Mr. Watts suggested that the seconded reading of the appropriation be deferred to <br />the next meeting. <br /> <br /> Mr. Taliaferro asked what the concern is by the CDBG Task Force about the <br />$25,000 for the Weed and Seed program. <br /> <br /> Ms. Hamilton said that the Weed and Seed grant requires that the City provide <br />funding for a portion of the salary.
