7
has nothing to do with the great allocations the Task Force has made, and she thanked the
members for their hard work.

On motion by Ms. Hamilton, seconded by Mr. Taliaferro, the CDBG and HOME
appropriations was deferred to the next meeting by the following vote. Ayes: Dr.
Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None.

PUBLIC

Mr. John Coles, City Market Vendor, said that one of the biggest impediments to
the Buy Fresh Buy Local campaign is over regulation.

Ms. Ann Carter said she is concerned about the historic designation of Fifeville
and there is a time crunch. She said once it goes to the State Board it is out of our hands.
She asked if Council is going to stop the nomination.

OTHER BUSINESS

Mr. Lynch said that he understands that the Fifeville residents will have an
th
opportunity to vote on the historic designation at the April 26 meeting.

Dr. Brown said he thinks their opinions are solicited by mail.

Mr. Lynch said the next step is what happens after State and Federal designation.
He said he has no intention of putting any requirement on Fifeville that the neighborhood
does not support.

Ms. Hamilton said it is a valid concern about what happens in the future. She said
she has not heard support on Council.

Dr. Brown said the sentiment at the meeting was there is unease with local
historic designation. He said it seemed most people did not oppose Federal and State
designation except that it could be a stepping stone to local designation. He said he has
no interest in having the neighborhood become a local district unless they want it.

Mr. Taliaferro agreed and said he has not heard from anyone in favor of local
designation.

Dr. Brown said that there are no regulations at all associated with State or Federal
regulations and the concern is about local designation.

Mr. Norris said he agrees with the comments and said that the research and
documentation in the report do not go far enough and he agrees that the nomination
should be bolstered to reflect the breadth of the Fifeville history. He said he would not
proceed with local designation unless there is support from the neighborhood.

Mr. Taliaferro said he would like to take a second look at bus routes that were
eliminated in Johnson Village and other areas.

th
Ms. Hamilton said she would also like to look at the 9 Street bus loop that was
eliminated. She said part of the reason these changes were made was to avoid duplication
with UTS buses and to improve times. She said we did not look at the demographics and
the impacts of the changes.

Mr. Lynch said the main issue with the Johnson Village route was there were not
enough riders to justify it. He said we should discuss with Johnson Village residents
what it would take for them to ride the bus. He said these are operational tradeoffs CTS
has to make.

Dr. Brown noted that Council was recently sent options for consideration.

Mr. Norris asked if this item can be put on an upcoming agenda.
