8 <br /> <br />APPOINTMENTS <br />: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Norris, seconded by Mr. Taliaferro, Ms. Elizabeth Barber was <br />appointed to a two-year term on the Jefferson Area Board for Aging Board of Directors <br />by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. <br />Taliaferro. Noes: None. This term will expire on April 1, 2009. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Taliaferro, Ms. Amy Sobeck was <br />appointed to the Sister City Ad Hoc Committee by the following vote. Ayes: Dr. Brown, <br />Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> On motion by Mr. Norris, seconded by Mr. Taliaferro, Police Chief Timothy <br />Longo was reappointed to the James River ASAP Policy Board by the following vote. <br />Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Ms. Hamilton said she has looked at the new City Market regulations and feels <br />they are very long on enforcement and punishment. She said she would like to hear more <br />from people to gauge the sense of the Market. <br /> <br /> Dr. Brown said that Mr. John Coles has asked Council to hear an appeal of the <br />regulations. <br /> <br /> Ms. Hamilton asked if there is an opportunity during the appeal for public <br />comment. <br /> <br /> Mr. Brown said generally not, but Council could hold a public hearing on the <br />regulations. <br /> <br /> Mr. Norris asked when the regulations go into effect, and Mr. Brown said with the <br />th <br />opening of City Market which was April 7. <br /> <br /> Mr. Lynch said he has an alternative. He said it would be easier for vendors if <br />there was not so much regulation, but the City does run the Market, and he is concerned <br />that if we have less regulation it will open up liability for the City. He questioned why <br />the City has to be in the business of the City Market. He said it would make more sense <br />to rent space to a separate City Market entity and they can do their own regulations. <br /> <br /> Dr. Brown said that the City serves as a moderating force for the Market. He said <br />we have a very successful Market and he is not interested in tinkering with the structure. <br /> <br /> Ms. Hamilton said she would be open to exploring the idea. <br /> <br /> Dr. Brown asked if Councilors support him issuing a ONE City proclamation as <br />proposed during public comment. <br /> <br /> Mr. Lynch said he would like to see some level of explanation for the <br />proclamation. <br /> <br /> Council agreed to have the Mayor issue a proclamation. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ ___________________________ <br />President Clerk <br /> <br /> <br />
