THE KEY TO AN EFFICIENT PROVISION <br />OF CITY SERVICES 15 THE LOCATION OF POPULATION. <br />~N CHARLOTTESVILLE THE SCATTERING OF POPULATION IS ONLY BEGINNINGS THE <br />PRESENT URBAN AREA tS, FOR THE MOST PART, DEVELOPED WITH A SOUND POPULATION <br />DENSITY. <br />ALTHOUGH MANY REGULATIONS HAVE BEEN DRAFTED TO CONTROL THE SPREAD OF <br />URBAN POPULATION, THE MOST EFFECTIVE MEANS HAS BEEN THE CONTROL OF URBAN <br />UTILITIES AND SERVICES. ~N THE PAST CHARLOTTESVILLE HAS BEEN CAUTIOUS IN <br />EXTENDING WATER AND SEWER LINES OUTSIDE THE CITY LIMITS WITH THE RESULT THAT <br />THE CITY IS ABLE TO SERVE ITS AREA OF RESPONSIBILITY EC_^t10MiCALLY AND EFFICIENTLY. <br />~F THE CITY IS TO GROW IN AN ORDERLY FASHION - ACCORDING TO PLAN - THE SAME <br />CAREFUL ATTENTION TO THE MOST REASONABLE AREA OF URBAN DEVELOPMENT MUST BE <br />CONT{NUED. <br />RECOGNIZING THAT THE CITY OF CHARLOTTESVILLE WILL BE FACED WITH MANY <br />SUGGESTED POLICY <br />CONCERNING THE EXTENSION REQUESTS TO EXTEND SERVICE AND IN ORDER TO GIVE PROPER CONSIDERATION TO ALL <br />OF CITY UTILITIES INTO <br />OUTLYING AREAS. SUCH REQUESTS, THE FOLLOWING POLICY HAS BEEN FORMULATED. <br />~, ALL REQUESTS FOR EXTENSION OF EITHER WATER OR SEWER MAINS <br />SHALL BE CONSIDERED PRIMARILY AS TO THEIR EFFECT ON THE POPULATION <br />PATTERN OF THE FUTURE CITY. UTILITY EXTENSION SHALL BE CONFINED TO <br />AREAS WHICH WILL CONTRIBUTE TO AN ORDERLY AND PROGRESSIVE REALIZATION <br />OF THE. POPULATION DISTRIBUTION USED AS THE BASIS FOR THE CITY PLAN. <br />2. REQUESTS FOR EXTENSION OF UTILITY SERVICE SHALL BE CONSIDERED ON <br />THE BASIS OF AVAILABILITY OF SERVICE.
