11 Mr. Lynch suggested that an update be given in the fall in time to incorporate recommendations in the budget. Mr. Norris said that some things are more policy oriented. He noted that $50,000 has been set aside. Mr. Norris said he would like to give an update on the next agenda. Mr. Lynch recommended that the Mayor send a letter of interest to the Highland Wind Company. He said we should also see if we can get Virginia Power to adopt a renewal energy portfolio with a reasonable price point. Dr. Brown suggested having the Sustainability Committee comment on the issue. Mr. Norris said he can send a draft letter to the Committee and ask for their feedback. Dr. Brown suggested getting comments from staff about withdrawing the Fifeville historic designation application. Ms. Hamilton said she favors withdrawing the application. Mr. Lynch said he favors deferring the application. Mr. Taliaferro said he favors withdrawing the application. Dr. Brown said he would like to get comments from staff about concerns raised by Preservation Piedmont. Mr. Norris noted that Preservation Piedmont is interested in state and federal designation at a later date and then local design control. Mr. Lynch said the neighborhood felt they had not been included in the development of the application and he feels there needs to be a more inclusive process in the future. Ms. Hamilton said the process has been impeached and the content of the application questioned and she thinks it should be withdrawn. Mr. Norris said he is more inclined to defer and to flesh out a better application with the neighborhood. It was the consensus of Council to ask that the application for federal and state historic designation be deferred indefinitely. Ms. Hamilton said we should also write to the neighborhood association clarifying Council’s position. Dr. Brown said we need to clarify what Council can do about the application. Ms. Hamilton said we need a short term solution regarding the elimination of the Route 6 bus route, and asked when we can expect a solution. Mr. O’Connell said he thinks the link will work in the short-term and then staff can come back with something more permanent. Dr. Brown said it would be useful to talk about this from a bigger perspective and to talk about what the changes were expected to do. Mr. Lynch said the ITS solution can be a relatively short-term solution and should improve performance. The meeting was adjourned and Council reconvened in closed session in the Second Floor Conference Room.
