10 <br /> Dr. Brown suggested that Council approve the vision themes and offer <br />addendums as necessary. <br /> <br /> Mr. O’Connell said that additions could come out of the works sessions on <br />affordable housing and parks and recreation. <br /> <br /> Responding to a question from Ms. Hamilton, Mr. O’Connell said that the vision <br />themes can be changed as needed after work sessions and reviewed annually. He said <br />staff will be putting time lines on the items and will review the time lines monthly. He <br />said updates can be given to Council monthly or less frequently. <br /> <br /> Mr. Norris said he appreciates and agrees with Mr. Lynch’s comments, <br />particularly the emphasis on community policing. He said he understood that the idea <br />was to defer the arts vision until the work session is held so he feels ill equipped to <br />endorse that section. Regarding exploring the tax deferral program, he said he would <br />eliminate reference to $25,000. Mr. Norris said the document should also be checked for <br />typographical errors prior to posting on the web. <br /> <br /> Ms. Hamilton made a motion to adopt the vision in draft form, recognizing that <br />the document will continue to be worked on, Mr. Taliaferro seconded the motion, and it <br />was approved by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. <br />Norris, Mr. Taliaferro. Noes: None. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> <br />Mr. Taliaferro said that the Alliance for Community Choice in Transportation <br />(ACCT) is sponsoring Bike Week May 14 – 18, and has asked that the City partner with <br />Albemarle County in promoting the event and provide matching funds of $1,500 with the <br />County for bike lights. He made a motion to provide this funding out of Council reserve. <br /> <br /> Mr. Lynch seconded the motion and $1,500 was approved out of Council reserve <br />for ACCT by the following vote. Ayes: Dr. Brown, Ms. Hamilton, Mr. Lynch, Mr. <br />Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Mr. Taliaferro said that the cost of health insurance for retiree spouses has <br />increased by 40% and asked why the cost is the same, given Medicare coverage, as for <br />active employees. He said he would also like to know the number of retirees who are <br />getting health care but only worked for five years. He asked why do not shop around for <br />less expensive coverage. <br /> <br /> Dr. Brown asked Mr. Taliaferro to bring this up at the next Retirement <br />Commission meeting. <br /> <br /> Mr. O’Connell said that the Retirement Commission is trying to move to retirees <br />paying the full cost for spouses in three to four years. <br /> <br /> Mr. Lynch questioned why we are paying for health insurance for retiree spouses <br />at all. He said the City should get out of the retirement business all together and should <br />get on VRS. He said we have a very generous benefit program. <br /> <br /> Mr. Norris said he heard staff say they are following up on the impact of <br />elimination of bus routes. He asked for clarity on the process for bringing forward <br />proposals from the Sustainability Committee. <br /> <br /> Dr. Brown said that one value of the Committee is to prioritize items that will <br />have significant cost. He suggested having regular updates twice a year from the <br />Committee. <br /> <br /> <br />
