She said comments were added about the Salvation <br />Army’s Emergency Shelter program and their Transitional Housing program. <br /> <br /> Mr. Norris said that reference to the MACAA job training enter should be <br />removed as it has not operated for a number of years. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Jennifer McKeever, 1140 St. Clair Avenue, Chair of the CDBG Task Force, <br />said the Task Force has not seen the Action Plan this year and she thinks the process <br />would be improved by having the Action Plan go to the CDBG before it goes to the <br />Planning Commission. <br /> <br /> As there were no further speakers the public hearing was closed. <br /> <br /> Mr. Lynch suggested adding a goal similar to that in Albemarle County about <br />preserving affordable rental housing. He also suggested that we quantify the number of <br />public housing and Section 8 houses we have. He said he was surprised with how small <br />the rehabilitation goal and goal for first time homebuyers is and said he thinks we can do <br />better. <br /> <br /> Dr. Brown noted that this is the last year of the Five-Year Action Plan and when <br />we do a new plan next year we can look at what is outdated and what should be included. <br />He said he would like to see good coordination among jurisdictions in developing the <br />new plan. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Hamilton, the CDBG and HOME <br />Action Plan FY 2008 was approved with changes by the following vote. Ayes: Dr. <br />Brown, Ms. Hamilton, Mr. Lynch, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: ADOPTING COUNCIL VISION THEMES <br /> <br /> Mr. O’Connell explained that Council developed the vision themes at its fall <br />retreat as part of the Strategic Plan process and the themes will set the direction for the <br />City. He said the plan is to emphasize each vision theme with activities during the week <br />th <br />of May 25 and during Government Services Day. <br /> <br /> Ms. Hamilton said she thinks the fall retreat was the most positive she has ever <br />participated in and there was a coordinated effort by staff in hashing out the elements of <br />the vision. She said staff also made good use of the vision principles in guiding the <br />budget process. She thanked staff for keeping Council on task <br /> <br /> Mr. O’Connell thanked the Strategic Plan Task Force members. <br /> <br /> Ms. Hamilton said that it is the goal of a doctor at the University of Virginia, an <br />expert on drug addiction, to create a drug clinic, and said this is an opportunity to see if <br />we can make that connection. <br /> <br /> Mr. Lynch said he thinks this is a good vision, but thinks a couple of things are <br />missing: community policing and neighborhood safety as part of America’s healthiest <br />city; neighborhood protection and concern for the redevelopment process in Connected <br />Community; and the cost of government. He said he thinks the vision themes would <br />benefit from another round of polishing before approval. <br /> <br /> <br />
