6 <br /> <br />Section 6(A) of the Agreement entitled “Salary” is amended to increase the base <br />annual salary of the City Manager by 7.0%, effective July 1, 2007. <br /> <br />All other terms and conditions in the Employment Agreement not inconsistent <br />with this Resolution shall remain in full force and effect. He said 2.6% of the increase is due to an increase in water cost from Rivanna <br />Water and Sewer Authority (RWSA) and 2% of the increase is due to an increase in the <br />City’s operating cost. The average retail sewer rate is proposed to increase 13.2% and the <br />average residential sewer rate is proposed to increase 12.8%. He said 9.7% of the <br />increase is due to treatment cost from RWSA which increased treatment cost to the City <br />by 20%, and 3.5% of the increase is due to an increase in the City’s operating cost. He <br />noted that Albemarle County will have a significantly higher increase. He said an <br />increase of $800 is recommended in the water and sewer connection fees. He said the <br />average residential gas rate is proposed to increase 8.9%. He said 4.6% of the increase is <br />due to an increase in the cost of gas, 1.6% of the increase is due to lower than anticipated <br />sales volume, and 2.7% of the increase is due to an increase in the City’s operating cost. <br /> <br /> Mr. Taliaferro asked that Mr. Wray explain why there is an increase because of <br />less gas usage, and Mr. Wray said that there are fixed costs that have to be spread over all <br />existing customers regardless of the amount of gas used. <br /> <br /> Responding to a question from Mr. Lynch, Mr. Wray said that an increase of 5% <br />in the cost of gas is being forecast. <br /> <br /> Mr. Norris asked that staff talk more about the cost of water conservation. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that the City is investing in its <br />system. She said we have high water loss due to having a very old system. She said City <br />Notes is used to educate the public about water conservation, and the City also works <br />with RWSA and the Albemarle County Service Authority on efforts such as supporting <br />the rain barrel program. <br /> <br /> Mr. Norris said that the City used to provide a free relight of pilot lights, and he <br />has heard from senior citizens about now having to pay for this service. He said he <br />would like for Council to consider reinstating a free relight. <br /> <br /> Ms. Mueller said that the City used to offer one free relight a year, but it was very <br />labor intensive and almost always involved overtime. <br /> <br /> <br />
