7 <br /> Ms. Hamilton said we could require that the relighting be free only if it is done <br />between the hours of 8:00 a.m. and 4:00 p.m. <br /> <br /> Mr. Norris said he questions philosophically asking City taxpayers to underwrite <br />sprawl in Albemarle County. <br /> <br /> Ms. Mueller said that is a RSWA question. She said there is no formal agreement <br />yet on how to fund the new water supply. <br /> <br /> Mr. O’Connell said there is some growth in the City. He said the cost allocation <br />issue is one that will come to Council in January or February. <br /> <br /> Ms. Hamilton said she is bothered by our seasonal water rates and philosophically <br />has a problem with them. She said University students are gone when the rates are <br />higher. She said we should spread out the incentive to conserve water. <br /> <br /> Mr. Lynch said the cost is mostly driven by the cost of the infrastructure for <br />summer water storage, but also the use goes up in the summer, and the seasonal rates <br />provide an incentive to use less water in the summer. <br /> <br /> Mr. Taliaferro asked if the City’s average daily consumption has increased, and <br />Ms. Mueller said she will provide that information. <br /> <br /> The public hearing was opened. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that she is afraid that we will run out <br />of potable water in the near future. She said water is more precious than oil. She said <br />she wants to make sure County residents are paying for the bulk of the water. <br /> <br /> Ms. Tammy Londeree, 813 Locust Avenue, Apt. C, said she is worried that the <br />rates are increasing. She said people should pay fines if they violate regulations during a <br />drought. She said rain barrels are too expensive for low income people. <br /> <br /> As there were no further speakers, the public hearing was closed. <br /> <br /> Ms. Hamilton said that the University is also growing rapidly, and we need to <br />think about ways our citizens are subsidizing other users. <br /> <br /> Mr. Lynch said U. Va. is also doing a lot with water conservation and their usage <br />is flat. He said the City usage is also going down, but the County is exploding with water <br />use. He said we need extra water storage capacity. He said a 27/73 cost split was <br />recommended a few years back. He said sewer is also about at its capacity. He said State <br />regulations are also driving up the cost. <br /> <br /> Mr. Taliaferro agreed with Mr. Lynch, and he said he shares Ms. Hall’s concern, <br />that we need to be sure the County is paying their fair share, and said we need to look <br />carefully down the road. <br /> <br /> Mr. Norris said he would like to see us increase our water conservation efforts, <br />and would like to hear new ideas. He said he would support reinstating one free pilot <br />lighting per customer, limited to single family homeowners, done between the hours of <br />8:00 a.m. and 4:00 p.m. <br /> <br /> Mr. Lynch said that pilot lights are cut off at the end of the heating season, and <br />everyone wants them relighted at the first cold snap. <br /> <br /> Dr. Brown said that a sign up list could be created.
