4 <br /> Dr. Brown asked if that is legal in Virginia, and Mr. Craig Brown, City Attorney, <br />said there are strict limitations on this. <br /> <br /> Dr. Brown suggested that we get ideas about incentives for developers from staff <br />and the Task Force and then look to necessary legislation. He said this could then be <br />talked through more at a work session. <br /> <br /> Mr. Norris said that the Community Foundation is proposed to hold <br />homeownership funds for working families. He said non-profits would be challenged to <br />come up with the best ideas for use of the funds. <br /> <br /> Dr. Brown said he will not commit to funding in the future unless he sees what <br />will be done with it. <br /> <br /> Mr. O’Connell said the housing funds combine for $2,150,000 this year. <br /> <br /> Mr. Tolbert said the question is how we move forward to implementation. He <br />said the Housing Task Force could take applications for use of funds. <br /> <br /> Dr. Brown said he would like to see work done in conjunction with the <br />Environmental Sustainability Committee as that would help people with their bills. <br /> <br /> Mr. Lynch said we need to make this a regional program in the future. <br /> <br /> Ms. Kilroy asked if there would be a role for the CDBG Task Force or just the <br />Housing Task Force. <br /> <br /> Mr. Norris said either way would be fine. <br /> <br /> Ms. Kilroy asked about the City’s role if the money is housed at the Community <br />Foundation. <br /> <br /> Mr. Kevin O’Halloran of the Community Foundation said that the Foundation <br />would manage and invest the money and return it back to the City, not administer the <br />program. <br /> <br /> Mr. Lynch said it would be great to explore getting the Meadowcreek Treatment <br />Plant property back and in the hands of CRHA. <br /> <br /> Ms. Hamilton said she likes that idea and feels it is a doable proposal, and <br />suggested CRHA partner with the owner of the property. <br /> <br />Mr. Lynch said he thinks the City should be able to buy the property back for the <br />sales price plus interest. <br /> <br /> Mr. Norris aid he does not want the City to be the developer. <br /> <br /> Dr. Brown asked what is meant by non-profit competition, and what is the <br />thinking regarding special needs housing. <br /> <br /> Mr. O’Connell said the idea is to encourage new ideas aimed at special needs <br />housing. <br /> <br /> Mr. Norris said he would like to put in a plug for focusing more on housing needs <br />for the working poor. <br /> <br /> Ms. Hamilton said that should be our overall policy goal. <br /> <br /> Mr. Lynch said that with upzoning around U. Va. student housing in the urban <br />ring should be emptying and becoming more affordable. <br /> <br /> Mr. Norris said another strategy is looking at accessory apartments. <br /> <br />
