There are four <br />subcommittees: Materials Management; Urban Ecosystem; Green Building and <br />Development; and Climate Protection. He said the Committee has come to a consensus <br />on the following three proposals: 1) Membership in StreamWatch, a regional <br />partnership that monitors stream health in the Rivanna River, has various roles in the <br />conservation, utilization, and management of the Rivanna basin aquatic resources (one- <br />time contribution of $10,500 from the FY 08 Green City Fund); 2) Energy efficiency tax <br />incentive approved by the General Assembly in 2007 that allows localities to provide a <br />tax incentive to property owners to increase the energy efficiency of their buildings. The <br />Committee recommends that City staff be directed to evaluate the implications and <br />logistics of providing the tax incentive; and 3) Development by the City of a streamlined <br />local environmental review process for all new projects and developments to coordinate <br />environmental concerns between and among agencies. The Committee recommends that <br />City staff be directed to review the proposed process, to provide an overview of the <br />existing procedures and practices to identify, eliminate, or reduce environmental impacts, <br />and to examine and identify options to address gaps that may exist (e.g., resource <br />mapping, technology review tools and procedures, external consultation, programs). <br /> <br /> Mr. Taliaferro asked about the possibility of dong a pilot program with <br />fluorescent light bulbs, and Mr. Norris said that the Committee is looking at that idea. He <br />noted that one initial concern is disposal of the bulbs as they contain mercury. <br /> <br /> Ms. Hamilton said that the idea of tax incentives appears most easily achievable <br />with new buildings. She asked how it could be applied to renovation of existing homes. <br /> <br /> Mr. Norris said that Committee is looking at that issue. <br /> <br /> <br />
