He said we have <br />little information on what impact improvements have had on the river. <br /> <br /> Ms. Hamilton congratulated members of the Environmental Sustainability <br />Committee, especially Kay Slaughter, for their energy and creativity in the reports. She <br />said the ideas appear to be achievable quickly. She said she looks forward to studying <br />other ideas as well. <br /> <br /> Dr. Brown said he would like to see the City publicize energy efficiency measures <br />for citizens. <br /> <br /> It was the consensus of Council to move forward with the three proposals as <br />recommended by Mr. Norris. <br /> <br />RESOLUTON <br />: SPECIAL PERMIT FOR INFILL DEVELOPMENT AT 513 DICE <br />STREET <br /> <br /> Ms. Ebony Walden, Planner in Neighborhood Development Services, said that a <br />special permit for infill development is being requested at 513 Dice Street. She said one <br />and one half times the allowable density is allowed if low impact strategies are <br />incorporated. She said the site, which is requested to be divided, has an individually <br />designated historic structure. She said the applicant is requesting reduced setback and lot <br />size. She said the Board of Architectural Review preferred that the new building be <br />located at the rear of the site, and the Planning Commission preferred that the new <br />building be located at the front of the site. Ms. Walden said that Council can approve the <br />special permit without specifying the location and can allow the issue to be played out in <br />future processes by the BAR and Planning Commission. <br /> <br /> Referring to the difference of opinion on the placement of the building, Mr. <br />Lynch asked if the decision about the placement will ultimately be made by the BAR, and <br />Ms. Walden said yes. <br /> <br /> Responding to a question from Dr. Brown, Ms. Walden said that the issue will go <br />back to the BAR who will review the Planning Commission recommendation, then the <br />Planning Commission will do a preliminary review of the site plan. <br /> <br /> Mr. Norris asked what happens with the location is not resolved between the BAR <br />and Planning Commission. <br /> <br /> Mr. Brown said that the BAR’s role is with design control and to issue a <br />certificate of appropriateness, of which the location of the building is part of. Mr. Brown <br />said that the Planning Commission’s role is to make a recommendation to Council about <br />the special permit and to approve the site plan. He said the site plan does not usually <br />address the placement of a building on the site. Mr. Brown said Council could make a <br />decision on the location of the building, but if it does not, the BAR will decide. <br /> <br /> Dr. Brown said it is his understanding that the BAR’s preference for the location <br />was done with respect to the historic structure while the Planning Commission took into <br />account the whole neighborhood. <br /> <br /> Mr. Brown said that the intent of the special permit resolution as presented to <br />Council is not to specify a location for the building. <br /> <br /> Mr. Lynch noted that the Planning Commission asked that the driveway opening <br />be reduced which he thinks makes sense. He said he would like to change the total on the <br />low impact development (LID) worksheet to at least 15 points.. <br /> <br /> Ms. Hamilton said she is not comfortable with the special use permit because of <br />the conflict over very different principles. She said the fact that it is an individually <br />protected property should have priority. She said she is uncomfortable with the building <br />proximity to the historic structure in the preliminary site plan. <br /> <br /> <br />
